Title: Project N.U.M.B.E.R.S. – Nurturing Understanding and Mastery of Basic Education in Arithmetic
through Responsive Strategies

🔷 I. Rationale
The results of various national and local assessments (e.g., NAT, ELLNA, and school-based formative
assessments) reveal that many learners across grade levels are struggling in numeracy. The observed
learning gaps, particularly in solving basic mathematical operations, problem-solving, and number sense,
have negatively impacted the learners’ academic growth and confidence.
To address these challenges, Project N.U.M.B.E.R.S. was conceptualized as a responsive, inclusive, and
strategic numeracy development initiative aligned with the DepEd MATATAG Agenda, BE-LCP, and
DepEd Order No. 13, s. 2018 (Policy Guidelines on Classroom Assessment) to bridge learning gaps and
empower both teachers and learners toward improved mathematical literacy.
🔷 II. Objectives
1. Enhance learners' numeracy skills through contextualized and scaffolded interventions.
2. Strengthen teachers’ capacity to deliver effective numeracy instruction.
3. Foster community and parental involvement in numeracy enhancement activities.
4. Track and monitor learners’ numeracy progress through data-driven assessments.
5. Reduce the percentage of non-numerates by at least 20% by the end of SY 2025–2026.

🔷 I. Rationale
Science education is vital for developing critical thinking, innovation, and problem-solving skills.
However, recent assessments and classroom observations reveal that many learners struggle to connect
scientific concepts with real-life applications due to a lack of hands-on learning, resources, and
opportunities for scientific inquiry.
To address these gaps and promote meaningful learning experiences, Project S.Y.S.T.E.M. was launched.
The project aims to strengthen learners’ scientific literacy, stimulate curiosity, and create a culture of
inquiry and discovery through engaging, interactive, and contextualized science activities. It is aligned
with the K to 12 Science Curriculum, DepEd Order No. 42, s. 2017 (Policy Guidelines on the National
Assessment), and the MATATAG agenda.

1. Develop learners’ scientific thinking, inquiry, and process skills through interactive and
exploratory activities.
2. Promote the use of locally available materials to support hands-on science learning.
3. Build teacher capacity in facilitating science experiments and inquiry-based instruction.
