RULE OF PROCEDURE
(AMITY MUN)
Before each session, roll call will be taken by the executive board. You have 3 options:
● “Present
● “Present and Voting”
● “abstain”
Note : It is preferable to speak present and voting during roll call.

After the roll call - EB will ask for the motions to establish agenda.
The statement to set the agenda is :-
“With the prior permission of the Executive Board, the delegate of (Portfolio) would like to raise a
motion to establish agenda on “Deliberation on contemplates: Whether Nuclear Weapons, are a
strategic deterrent or an existential threat to Global Security.”

After this motion passes, EB asks for motion for GSLs also known as formal debate.
(GSL needs to be spoken by everyone in the committee)
The statement to establish GSL is:-
“ with the prior permission of executive board , The Delegate of (Portfolio) would like to raise the
motion to establish the General Speakers List for per speaker time being 90 sec”.
If this motion passes by 2/3rd of the majority, the EB will recognize speakers for GSL all of you have
to raise you placards high so that EB recognizes you.
{ the one who raises the motion gets too choose whether to go first for GSL or reserve their right (
can go as of when recognised by the EB through raising the pluckcard) }

Once you are done with your GSL and if there is some time left. EB will be asking how to yield your
time. There are basically 3 yields:-
1) Yield to the Chair - means you give up the rest of your time to EB
( not preferred )
2) Yield to another delegate - means you give up the rest of your time to another delegate ( only
with the other delegates permission )
3) Yield to floor – means you are open for question from other delegates or Yield to comments to
your speech by other delegates.
(If during the committee you are not aware about the question you can say “answer via chit” and
you may answer afterwards)

Once the GSLs are done there will be motions for Moderated caucus. Statement to raise motions
for MOD CAUCAS :-
“ With the prior permission of the executive board , The Delegate of (Portfolio) would like to suspend
the formal debate and move into moderated caucus for the topic (Your Mod Topic), for total time
being ______and per speaker time being 60sec. (AS PER THE COMMITTEE)

Another case that can occur to enter a mod caucus after umoderated caucus in this case
Statement to raise motions for MOD CAUCAS :-
“ With the prior permission of the executive board , The Delegate of (Portfolio) would like to suspend
the formal debate and move into moderated caucus for the topic (Your Mod Topic), for total time
being ______and per speaker time being 60sec. (AS PER THE COMMITTEE)

UNMODERATED CAUCUS: It is the time period where you discuss things informally in the
committee :-

“The delegate of (Portfolio) would like to raise a motion to suspend the formal debate and move into
an unmoderated caucus for total time being _____”
{ if after mod caucus }
“The delegate of (Portfolio) would like to raise a motion to suspend the moderated caucus and move
into an unmoderated caucus for total time being _____”

POINTS:
{ only when EB recognises you }
1. Point of Information: when you want to ask a question to a delegate after a speech
2. Point of order: Used where you believe a mistake of procedure has been made, e.g. where
someone was skipped on the Speaker's list, or the wrong voting procedure was used for a matter.
This point can interrupt a speaker
3. Point of Personal Privilege: Used where you experience some discomfort which hinders you
from participating fully in the committee proceedings (e.g. it is too cold in the room, you can't hear
the speaker, etc.) This point may interrupt a speaker if the purpose is to get him to speak more
loudly.
4. Right of Reply: Used where you believe there has been some insult or threat to your national
integrity or sovereignty. If the Chair rules it in order, you will get the opportunity to reply outside of
the speaker's list.
5. Point of Enquiry: Inquiry Used to ask any questions about procedure that you may have. Motion
to Appeal Used where you believe the Chair has made a mistake with a certain decision.
6. Adjournment : The delegate of (Portfolio) would like to raise a motion to adjourn the meeting.
