CONDUCT OF THE 2025 PALARONG PAMBANSA
Pursuant to the attached Memorandum OM-QUOPS-2025-05-00833 dated
February 4, 2025, titled Conduct of the 2025 Palarong Pambansa, the Schools
Divisions are hereby informed of the conduct of the 2025 Palarong Pambansa to be
held from May 24 to June 2, 2025, in Hocos Norte Province.

4. This year’s Palarong Pambansa shall continue to adopt the Qualifying
Standards for measurable sports such as Athletics, Swimming and Archery.
However, only the top 2 qualifiers per region for Athletics and Swimming and top
4 qualifiers per region for Archery shall advance to the Palarong Pambansa. The
gold medalist/s shall be considered to advance and compete in the national games
in cases where there is/are no regional qualifier/s. Attached is the Qualification
Standards for Measurable Sports in the 2025 Palarong Pambansa, for reference.
5. A Modified Winner-Take-All policy shall be adopted for all team sports
(Basketball, Baseball, Softball, Football, Futsal, Sepak Takraw and Volleyball)
effective immediately, pursuant to the provisions of Palarong Pambansa Board Ad
Referendum Resolution No. 2025-001 titled Adoption of the Modified Winner-Take-All
Policy for Team Sports in the 2025 Palarong Pambansa. Attention is particularly
invited to the following:
WHEREAS, the final team roster for all team sports advancing to the
division meets, regional meets, and the Palarong Pambansa national level shall
consist of the core team of twelve (12) to eighteen (18) players from the winning
team as determined by the specific requirements of each sport, which must be
maintained in its entirety throughout the competition, and up to three (3)
additional players who may be selected from other schools/teams within the
same district, division, or region, as the case may be, provided that such players
have qualified and participated in the lower meets;
6. _ Pencak Silat and Pole Vault-Secondary Girls (Athletics) will be featured as a
regular sport while Weightlifting as a demonstration sport and Kickboxing as an
exhibition sport in the 2025 Palarong Pambansa

Pursuant to Sections 6, 8, 9, and 10 of Rule If of the Implementing Rules and
Regulations (IRR) of the Republic Act (RA) 10588 otherwise known as the Palarong
Pambarisa Act of 2013, the Department of Education (DepEd), through the
Palaréng Pambansa Board and its Secretariat, shall conduct the 2025 Palarong
Pambansa to be held from May 24 to June 02, 2025 in Ilocos Norte Province. *

This year’s Palarong Pambansa shall continue to adopt the Qualifying

Enclosed herewith is the Qualifying Standards for Measurable Sports in the
2025 Palarong Pambansa for easy reference.
A Modified Winner-Take-All policy shall be adopted for all team sports

this year’s Palarong Pambansa, pursuant to the provisions of Palarong Pambansa
Board Ad Referendum Resolution No, 2025-001 entitled Adoption of the Modified
Winner-Take-All Policy for Team Sports in the 2025 Palarong Pambansa, as follows:
“WHEREAS, the modified Winner-Take-All policy shall feature the
primary essence of the policy which is to form a team represented by the
winning school, with its core players consisting of bona fide athletes enrolled
in that school, while allowing the inclusion of additional athletes from other
schools to strengthen the team and ensure the representation of the best
players from the division or region;
WHEREAS, the final team roster for all team sports advancing to the
division meets, regional meets, and the Palarong Pambansa national level
shall consist of the core team of twelve (12) to eighteen (18) players from the
winning team as determined by the specific requirements of each sport,
which must be maintained in its entirety throughout the competition, and up
to three (3) additional players who may be selected from other schoals/teams
within the same district, division, or region, as the case may be, provided that
such players have qualified and participated in the lower meets;
WHEREAS, the selection of additional players shall be at the discretion
of the coach of the winning team, subject to prior consultation with and
approval of the respective schools and teams of the additional players;

to modify the selection of additional players as the team advances to
succeeding higher-level meets and/or the Palarong Pambansa;
WHEREAS, these additional players shall be part of the official teara
roster (e.g, Basketballl: 12 core players + up to 3 players from other teams;
Foothall: 18 core players + up to 3 additional players from other teams),
thereby superseding the provision initem No, 13 of DMNo. 35, s. 2023, which
previously designated the three (3) additional players as mere alternates;
WHEREAS, the coach of the winning team also has the option to select
his/her preferred assistant coach as may be applicable, who may come from
the winning school or from a different school that participated in the tower
~ meets, provided that the assistant coach meets the eligiitty requirements
set forth under existing Palarong Pambansa guidelines; . -
: WHEREAS, expenses to be incurred for the participation of additional
Z leamer-athletes for the Palarong Pambansa shall be bome by the division
and/or regional delegations, subject to the availability of funds therefor.” -
Pencak: Silat and Pole Vault-Secondary Girls (Athletics) will be featured as,
a regular sport; Weightlifting as a demonstration sport; and Kickhoring as an
exhibition sport in this year’s Palarong Pambansa. ~
The no disruption of classes policy, as stipulated in DepEd Order No. 09, s.
2005 entitled Instituting Measures to Increase Engaged Time-on-Task and
Ensuring Compliance Therewith, shall be strictly observed during the conduct of
the 2025 Palarong Pambansa competitions.
