A RESOLUTION ADOPTING THE USE OF DIGITAL SIGNATURES


ISSUED BY THE DEPARTMENT OF INFORMATION AND
COMMUNICATIONS TECHNOLOGY (DICT) FOR ENHANCED
SERVICE DELIVERY

EXPLANATORY NOTE

In pursuit of good governance, transparency, and efficient service


delivery, the adoption of digital technology in government transactions
has become an urgent necessity. The traditional reliance on manual
and paper-based processes has often resulted in delays, unnecessary
bureaucracy, and vulnerability to forgery and document tampering.

Republic Act No. 8792, otherwise known as the Electronic


Commerce Act of 2000, recognizes the legal validity of electronic
documents, electronic data messages, and electronic signatures. This
landmark legislation paved the way for the government to embrace
secure digital transformation.

The Department of Information and Communications Technology


(DICT), through its National Public Key Infrastructure (PKI), provides
digital certificates and signatures that ensure the authenticity,
integrity, and confidentiality of electronic transactions. The DICT-issued
digital signature serves as a secure and verifiable means of
authenticating documents and communications, preventing fraud, and
ensuring accountability.

By adopting the use of DICT-issued digital signatures in the Province of


Dinagat Islands, official transactions will become faster, more secure,
and less dependent on manual processing. This will not only
strengthen the integrity of public documents but also promote
efficiency and accessibility in government services for the benefit of
constituents.
In light of the foregoing, the immediate passage of this Resolution is
earnestly sought.
