COURSE JOEL H. NYEHEBAN
FACILITATOR:
COURSE: BS CRIMINOLOGY
DATE: August 27, 2025
I. INTRODUCTION:
Traffic plays an important role in keeping our communities safe and organized. To better
understand traffic management, it is explained through PILLARS OF TRAFFIC, which guide how
order and safety on the road are maintained. One of this important pillars of traffic engineering,
which deals with the proper planning, design, and operation of roads. It focuses on making roads
safe, reducing accidents, and improving the flow of vehicle. Without traffic engineering, streets
would be more dangerous and disorganized.
Traffic engineering also works together with other pillars such as enforcement and education to
keep drivers and pedestrian disciplined. It involves the use of traffic signs, signal, and road
markings that guide people in using the road correctly. Through this, accident is minimized and
road users can travel more smoothly. For us criminology students, learning traffic is important
because it helps us understand how road affect safety and law enforcement. In the end learning
traffic ensures that transportation is not only efficient but also safe for everyone.
II. MAIN TRAFFIC:
THE PILLARS OF TRAFFIC
1. TRAFFIC ENGINEERING
 It is science of measuring traffic and travel the study of basic laws to the traffic law and
generation.
 Deals with the planning and geometrical designs of streets, highways, and abutting lands
and with operation thereon.
 It is basically concerned with efficiency of road designs.

TRAFFIC CONTROL DEVICES

 Any signs, signal marking placed exerted for the purpose of regulating, warning or
guiding traffic.
TRAFFIC SIGN- This is the oldest traffic control device used to guide the safe
and orderly movement of traffic
 This contains instructions, information about routes, directions
designations and point of interest must be recognizable as such the
means to convey the intended message consists of either a legend or
symbol or a combination of both.
o Traffic Control Device are installed to control traffic and contribute indirectly to assurance
of traffic safety. They are means by which the road user is advised as to detailed
requirements or conditions affecting road use.
o Traffic Signs should be installed only with the approval of a public authority. Authorized
Construction Contractors and Public Utility Companies may install temporary warning
signs at work sites to protect workmen, equipment, and the public provided that such
TYPES OF TRAFFIC CONTROL DEVICE
o TRAFFIC SIGNALS
o Signal operated manually, electrically, or mechanically by which traffic is alternately
commanded to stop and permitted to proceed.
RED- stop no entry into intersection
YELLOW/AMBER- permit the driver proceed but requires intersection to be cleared
GREEN- Go-proceed; green and arrow –direct movement

o TRAFFIC SIGNS
o A device mounted on affixed or portable support whereby official notice is given in the
form of symbol for purpose of regulating traffic, warning and guiding.

o SYMBOL SIGNS
 Upon which words are completely omitted, they have marked ability to compel
attention and to rapidly communicate the planned message.

o There are few signs which do not conform to this rule. It is important to note that contrast
in color is necessary in order to achieve these two (2) basic requirements:
 The sign stands out from its background.
 The legend stands out from the sign board.
o TRAFFIC SIGNS MAY BE CLASSIFIED IN THE FOLLOWING GROUPS ACCORDING TO
THEIR USE
o NUMBERING SYSTEM
 The numbering system for signs is as followed: A letter prefix, as shown below,
denoting class sign;
 R- Regulatory signs
 G- Guide signs
 W-Warning signs
 GE- Freeway and Expressway signs
 S- Specialize traffic instruction signs
 HM- Hazard Markers
o REGULATORY SIGNS (TYPE R)
 Regulate the moment of traffic and traffic to comply with their direction constitute and
offense
A. PRIORITY SIGNS- These are signs intended to regulate priority over a
particular road section or roadway.

B. PROHBITORY SIGNS OR RESTRICTIVE SIGNS- Shall be used in specified

section of the road which will be easily seen by motorist to indicate regulation
which prohibitive or restrictive and nature.

C. MANDATORY SIGNS- These shall be used to notify the road users of special
rules in which they must comply for the safety, convenience and smooth flow
of traffic.

R.A 8750, also known as seatbelt use Act of 1999.

 SPECIAL MANDATORY SIGNS (TYPE S)- instruct users to meet certain

traffic rule requirements or road conditions that ordinary guide or regulatory
signs do not achieved the desired result.
 WARNING SIGNS (TYPE W)- Warn road users of condition on or adjacent to
the road which may be unexpected or hazard to traffic operation.

INTERSECTIONS:

This signs warns that the road you are will end in a T-intersection. You
will need to turn either left or right. Be prepared to yield or stop.

W2-4

This sign indicates that the road you are on will split into a Y- intersection.
You’ll need to choose whether to go left or right. Be prepared to reduce
speed and choose your path.

W2-5

This sign warns of a side road entering the road you are on from the right
at an angle. Be aware of vehicles that may be entering or crossing your
path.

W2-5A

This sign indicates that you are approaching a crossroad. Another road
intersects the road you are on. Be prepared to yield or stop, as traffic may
be crossing your path.

W2-6
Advancing Warning of Control Device

This sign is designed to alert drivers that they are approaching a traffic
signal ahead.
W3-1

3.8.4 END DIVIDED ROAD (W4-4)

Converging Traffic Lanes

This sign tells you that the road you’re on, which has been split into two
separate lanes by a median or divider, is about to merge back into a

warns drivers that the road ahead will become narrower. It reinforces that
warning with words.

W4-2P

III. CONCLUSION:

Traffic engineering is an essential pillar of traffic management because it ensures safety,

order, and efficiency on the road. By applying proper planning and design, it helps prevent
accidents and reduces traffic congestion. Traffic engineering also work hand in hand with
education and enforcement to guide road user and maintain discipline. For us criminology
student understanding this pillar is more important since it connects road safety with law
enforcement and public order. Overall, traffic engineering pays a important role in creating
safer communities and protecting the lives of all road user.
