TYPES OF CONSTRUCTION
THE SECRETARY SHALL PRESCRIBE STANDARDS FOR EACH TYPE OF CONSTRUCTION AND
PROMULGATE RULES AND REGULATIONS RELATING TO STRUCTURAL FRAMEWORK, EXTERIOR WALLS,
INTERIOR WALLS, FLOORS, ETC.
THE MOST IMPORTANT DETAILS IN THIS TEXT ARE THE 10 GROUPS OF OCCUPANCIES SUB-DIVIDED INTO
25 DIVISIONS, AND THE ZONING CLASSIFICATION.
EXISTING BUILDINGS MAY BE OCCUPIED FOR THE PURPOSES OUTLINED IN OTHER GROUPS,
PROVIDED THE NEW OR PROPOSED USE IS LESS HAZARDOUS. NO CHANGE IN THE CHARACTER OF
OCCUPANCY OR USE OF A BUILDING MAY BE MADE WITHOUT THE APPROVAL OF THE BUILDING OFFICIAL.
THE MOST SIGNIFICANT INFORMATION IS THAT WHEN A BUILDING HAS MIXED OCCUPANCY OR IS
USED FOR MULTIPLE PURPOSES, THE ENTIRE BUILDING IS SUBJECT TO THE STRICTEST REQUIREMENTS.
THE SECRETARY SHALL PROMULGATE RULES AND REGULATIONS FOR APPROPRIATE OCCUPANCY
SEPARATIONS IN MIXED OCCUPANCY BUILDINGS, WITH THE MINIMUM REQUIREMENT BEING A "ONE-HOUR
FIRE-RESISTANT OCCUPANCY SEPARATION" AND THE REQUIREMENT THAT ALL OPENINGS IN WALLS
FORMING SUCH A SEPARATION BE PROTECTED BY A FIRE ASSEMBLY HAVING A THREE-HOUR FIRE-
RESISTANT RATING.
1. GENERAL
BUILDINGS MUST HAVE DIRECT ACCESS TO A PUBLIC SPACE, YARD, OR STREET ON AT LEAST
ONE OF THEIR SIDES (FIG. VII - 1), AND THE DISTANCE BETWEEN THE EAVES OVER REQUIRED
WINDOWS AND THE SIDE AND REAR PROPERTY LINES CANNOT BE LESS THAN 750 MILLIMETERS (FIG.VII
- 2). EXTERIOR WALLS MUST HAVE FIRE RESISTANCE AND OPENING PROTECTION, AND BUILDINGS ON
THE SAME PROPERTY AND BUILDINGS CONTAINING COURTS MUST HAVE A PROPERTY LINE BETWEEN
THEM (FIG. VII - 3). PROJECTIONS BEYOND THE EXTERIOR WALL SHALL NOT EXCEED BEYOND A POINT
ONE-THIRD THE DISTANCE FROM AN ASSUMED VERTICAL PLANE LOCATED WHERE THE FIRE-RESISTIVE
PROTECTION OF OPENINGS IS FIRST REQUIRED TO THE LOCATION ON PROPERTY WHICHEVER IS THE
LEAST RESTRICTIVE (FIG. VII - 4).
a) FIREWALLS ARE PROHIBITED FOR LOW DENSITY RESIDENTIAL (R-1) USES, BUT AN ABUTMENT OF
UP TO 3.20 METERS FROM GRADE LEVEL CAN BE USED FOR CARPORT ROOFS. (FIG. VII - 5).
b) A FIREWALL MAY BE BUILT ON A MAXIMUM OF 80% OF A SIDE PROPERTY LINE FOR MEDIUM
DENSITY RESIDENTIAL (R-2) USES OR OCCUPANCIES, PROVIDED THAT ONLY ONE (1) SIDE
PROPERTY LINE IS USED FOR A FIREWALL IN THE CASE OF AN R-2 STRUCTURE. (FIG VII - 6).
c) FOR A R-3 USE OR OCCUPANCY WITH A FIREWALL ON TWO SIDES, FIREWALLS CAN BE ERECTED
ON 85% OF THE TOTAL LENGTH OF EACH SIDE PROPERTY LINE, AND UP TO 100% IF THE REAR
PROPERTY LINE IS 4.00 METERS WIDE. FIREWALLS.
d) IN R-4 USES OR OCCUPANCIES CAN BE ERECTED ON THE TWO SIDES OF EACH UNIT, 85% OF THE
TOTAL LENGTH OF EACH SIDE PROPERTY LINE, AND FOR A MAXIMUM OF THREE STOREY

e) FOR A R-5 USE OR OCCUPANCY WITH A FIREWALL ON TWO SIDES, A FIREWALL CAN BE ERECTED
ON A MAXIMUM OF 75% OF THE TOTAL LENGTH OF EACH SIDE PROPERTY LINE. FOR A R-5 USE OR
OCCUPANCY WITH A FIREWALL ON ONE SIDE AND AT THE REAR PROPERTY LINE, A FIREWALL CAN
BE ERECTED ON A MAXIMUM OF 65% OF THE TOTAL LENGTH OF THE SIDE PROPERTY LINE AND
ON A MAXIMUM OF 50% OF THE TOTAL LENGTH OF THE REAR PROPERTY LINE. (FIG VII - 8)
FOR ONE-STORY AND HIGHER BUILDINGS, THE PERMITTED FLOOR AREAS MUST NOT EXCEED THE
LIMITS SET BY THE SECRETARY FOR EACH OCCUPANCY GROUP AND/OR TYPE OF CONSTRUCTION.
ESTABLISHING GRADE:
a) THE HIGHEST ADJACENT NATURAL GRADE OR FINISHED GRADE MUST BE ESTABLISHED WHEN
SLOPE ELEVATION IS LESS THAN 3.00 METERS. (FIG VII – 9).
b) THE BUILDING/STRUCTURE HEIGHT MUST BE MEASURED FROM THE HIGHEST ADJOINING
SURFACE AND NOT EXCEED 3.00 METERS, EXCEPT FOR TOWERS, SPIRES AND STEEPLES. (FIG VII

c) THE AVERAGE GRADE LEVEL OF THE BUILDING FOOTPRINT IS THE ESTABLISHED GRADE
ELEVATION IN SLOPING GRADE RUNNING PERPENDICULAR TO THE RROW HAVE A VARIATION IN

CHAPTER 4 – 10 OF NATIONAL BUILDING CODE OF THE PHILIPPINES
THE SECRETARY SHALL PROMULGATE RULES AND REGULATIONS FOR OTHER GROUP OCCUPANCIES,
INCLUDING CONSTRUCTION, HEIGHT, AREA, LOCATION, EXIT FACILITIES, LIGHT, VENTILATION, SANITATION,
ENCLOSURES, FIREEXTINGUISHING SYSTEMS, AND SPECIAL HAZARDS.
CHAPTER 8
LIGHT AND VENTILATION SECTION
SECTION 801 INCLUDE ALL THE GENERAL REQUIREMENTS FOR LIGHT AND VENTILATIONS. ALL
STRUCTURES MUST PROVIDE ENOUGH LIGHTING AND VENTILATION, ACCORDING TO THE CIVIL CODE OF
THE PHILIPPINES ON EASEMENTS OF LIGHT AND VIEW. ALL STRUCTURES MUST FACE A STREET, PUBLIC
ALLEY, OR APPROVED PRIVATE STREETS. NO BUILDING MAY BE MODIFIED OR ARRANGED TO REDUCE THE
SIZE OF ANY ROOM OR THE AREA OF WINDOWS NEARBY, OR TO ADD A ROOM, UNLESS THE NEW ROOM
COMPLIES WITH THE CODE'S CRITERIA. NO BUILDING MAY BE INCREASED IN SIZE TO THE POINT THAT THE
REQUISITE COURT OR YARD MEASUREMENTS ARE SMALLER THAN THOSE ESTABLISHED FOR THAT
BUILDING.
SECTION 802. INCLUDED THE MEASUREMENT FOR SITE OCCUPANCY. COURTS, YARDS, AND LIGHT
WELLS SHALL NOT BE INCLUDED IN THE MEASUREMENT OF SITE OR LOT OCCUPANCY, WHICH MUST BE
DONE AT GROUND LEVEL. WITH THE EXCEPTION OF STEEL FIRE ESCAPES WITH A MAXIMUM WIDTH OF 1.20
METERS, ROOF LEADERS, WALL COPINGS, SILLS, AND LIGHT WELLS, ALL PROJECTS FROM THE WALLS
MUST BE MEASURED CLEAR OF THE GROUND.
MINIMUM SITE OCCUPANCY IS GOVERNED BY THE USE, TYPE OF CONSTRUCTION, AND HEIGHT OF THE
BUILDING AND THE USE, AREA, NATURE, AND LOCATION OF THE SITE, IN ACCORDANCE WITH LOCAL
ZONING REQUIREMENTS AND SECRETARY'S RULES AND REGULATIONS.
1. COURTS AND YARDS MUST HAVE A MINIMUM HORIZONTAL DIMENSION OF 2.00 METERS AND BE
CONNECTED TO A STREET OR YARD BY A PASSAGEWAY OR DOOR. (FIG.VIII – 16 THROUGH FIG. 17)
2. THE REQUIRED OPEN SPACE SHALL BE LOCATED TOTALLY OR DISTRIBUTED ANYWHERE WITHIN
THE LOT IN SUCH A MANNER AS TO PROVIDE MAXIMUM LIGHT AND VENTILATION INTO THE

COURSES, AND HAVE A TOTAL FREE AREA OF OPENINGS THAT IS AT LEAST 10% OF THE FLOOR AREA.

SECTION 809. VENT SHAFTS. FOR EVERY METER OF HEIGHT, VENTILATION OR VENT SHAFTS MUST
HAVE A HORIZONTAL CROSS-SECTIONAL AREA OF AT LEAST 0.10 SQUARE METERS, BUT IN NO
CIRCUMSTANCE LESS THAN 1.00 SQUARE METERS. THE MAXIMUM REQUIRED SHAFT AREA MUST BE
COVERED BY A NET FREE AREA OR FIXED LOUVER APERTURES ON SKYLIGHTS. AIR DUCTS MUST HAVE A
MINIMUM UNOBSTRUCTED CROSS-SECTIONAL AREA OF NOT LESS THAN 0.30 SQUARE METERS AND A

THE PHILIPPINE MECHANICAL ENGINEERING CODE REQUIRES THAT ROOMS OR SPACES HOUSING
INDUSTRIAL OR HEATING EQUIPMENT BE PROVIDED WITH VENTILATION TO PREVENT EXCESSIVE
ACCUMULATION OF HOT AND/OR POLLUTED AIR. THE EQUIPMENT MUST MEET THE FOLLOWING MINIMUM
REQUIREMENTS IN AIR CHANGES: THREE CHANGES OF AIR PER HOUR FOR OFFICE, CLERICAL, OR
ADMINISTRATIVE PURPOSES, TEN CHANGES OF AIR PER HOUR FOR BAKERIES, HOTEL OR RESTAURANT
KITCHENS, LAUNDRIES, AND BOILER ROOMS, 0.30 CUBIC METER OF AIR PER MINUTE FOR AUDITORIUM
AND OTHER ROOMS USED FOR ASSEMBLY PURPOSES, AND 0.45 CUBIC METER OF AIR PER MINUTE FOR
WARDS AND DORMITORIES OF INSTITUTIONAL BUILDINGS.

BUILDING PROJECTION OVER PUBLIC STREETS

SECTION 3. THE MINISTER OF PUBLIC WORKS AND HIGHWAYS AND THE MINISTER OF
TRANSPORTATION AND COMMUNICATIONS, IN COORDINATION WITH THE NATIONAL
COMMISSION CONCERNING DISABLED PERSONS, SHALL PREPARE THE NECESSARY
RULES AND REGULATIONS TO IMPLEMENT THE PROVISIONS OF THIS ACT.

SECTION 5. ALL LAW, EXECUTIVE AND ADMINISTRATIVE ORDERS, RULES AND REGULATIONS
