INTRODUCTION:

The XXXIV Board of Directors of the College of Civil Engineers of Mexico,

it is advisable to provide to its members and to the entities or
people to whom they provide their services, recommendations about the
remunerations and social benefits, as well as criteria for payment of
per diem and reimbursable expenses that cover the needs of the
civil engineers, through a compensation according to their experience,
merit and responsibility.

The College, in accordance with the provisions of Article 50 of the Law

Regulatory of Article 5th of the Constitution, maintains in form
regulated and organized a certification program for Experts
Professionals in the different specialties of civil engineering, so
it is also granted the Suitability Recognition that is given to it by the
Secretariat of Public Education, through the General Directorate of
Professions, which implies the permanent updating of their knowledge
and it translates into a benefit for national engineering and one more service
professional for our society.

It is important to note that the country's growth depends on the demand of

more and better professionals committed in the field of Engineering
Civil, we know that as long as there is commitment for the
government agencies request in their bidding rules and
hiring, that the construction companies and service providers,
consider fair and equitable prices as a basis for the generation of their
budgets, this translated into reality, will enable our engineers
be more committed each day to assist with the demands
own ones that are presented to them to solve everyday problems, with the
the speed that this era of technological modernity demands from us.

BACKGROUND:

To carry out the update of the 'Recommendations for payment of the

professional Civil Engineering services in 2013, were attended to
comments and suggestions from clients and consultants about the salaries that are
they are paying Civil Engineers, while analyzing the indices
official inflation figures published by the National Institute of Statistics and
Geography INEGI and the Minimum Wage Commission.

It is important to note that these recommendations cannot be

indexed, since the increases considered in these indicators do not
they come to restore the 'purchasing power' of professionals, (relationship between the
accumulated salary growth vs. accumulated inflation), but rather the supply
and demand for their services, unfortunately in some cases
offering and hiring with non-remunerative salaries, which do not allow them
obtain the means necessary to live adequately and much less the
to be able to invest in professional development.

On the other hand, globalization and Free Trade Agreements have brought to
companies and professionals from other countries who receive salaries and
benefits far above those available in the national market,
causing a disparity that is reflected in the loss of engineers with
experiences that when hired by foreign companies, cause the
consequent deterioration of the capacity of construction companies and
national consultants who have trained them and tried to conserve, limited
through the market.

For the application of this document, it is recommended to locate the profile of

professional in Table 1, according to their education, experience, assessment
of decisions, responsibility, personnel under their command, risk effect and
initiative, Subsequently in Table 2, the level can be identified
perceptions that correspond to it. In these recommendations, it also
they establish criteria to determine the Indirect Cost Factor,
Financial and Profit, inherent to professional and business activity of the

Civil Engineer, as well as for the payment of benefits, per diems and
supplements that must be covered when providing services outside of the
place of habitual residence.

It is worth mentioning that the amount of the Professional Fees of the

Civil engineers, in any investment project, from the studies
preliminaries, the projects, construction and supervision represent a
minimum part of the cost of the works, the fair and equitable payment for their
services will allow optimal results in the contracted services,
therefore, the College of Civil Engineers of Mexico urges the
employers and clients of Civil Engineers, applying these
recommendations.
