Sovereign Council of the 33rd Degree of the Ancient and Accepted Scottish Rite of
Masonry for the Federative Republic of Brazil

STATUTE

Preamble
DECLARATION OF PRINCIPLES

The Ancient and Accepted Scottish Rite, universally governed by the Grand
Constitutions of 1786 and the General Regulations of 1762, it is a Masonic institution.
Universal, divided into territorial jurisdictions, independent and sovereign, each under
the government of the High Body called SUPREME COUNCIL, constituting these a
union, maintained by the International Conferences of Brussels – Belgium, on June 15
from 1907; from Washington - United States of America, on October 7, 1912;
Lausanne - Switzerland, on May 29, 1922; from Paris - France, on April 29, 1929;
from Brussels - Belgium, on July 15, 1935; from Boston - United States of America,
in 1939; from Havana - Cuba, in 1956; from Washington - United States of America, in
1961; from Brussels - Belgium, in 1967; from Barranquilla - Colombia, in 1970;
Indianapolis - United States of America, in 1975; from Paris - France, in 1980;
Washington - United States of America, in 1985; from Mexico City - Mexico, in
October 1990; from Lausanne - Switzerland, in 1995; and Rio de Janeiro - Brazil, in 2000, and
for all the others carried out and that will be carried out for the promotion of the Rite, by
Supreme Councils of the World, according to the basic Laws and Resolutions that the

In order to elevate man in his own eyes and make him worthy of his
mission here on Earth, Masonry establishes Freedom as a dogma that God, the Great
Architect of the Universe, He gave you as the most precious of goods and heritage of
Entire humanity, which no one has the right to obscure or erase, for it is the
source of feelings of honor and dignity, earned inch by inch.
Not being a Sect, nor a Religion, Freemasonry provides to all of them the
due respect, for, under the principle of tolerance, to reach your doctrine: love your
next.

rule that prohibits in its Meetings and Assemblies any discussion about it, because
Freemasonry teaches the duty of the Mason to be a good citizen, serving faithfully and devotedly.

OLD AND ACCEPTED OF FREEMASONRY FOR THE FEDERATIVE REPUBLIC OF BRAZIL
reaffirms your faith in human perfectibility and your fidelity to timeless principles
from Masonry.
Under the administrative regime, the Masonic government, worldwide, has a line
division between Symbolic Masonry and Philosophical Masonry, although both coexist
in peace and harmony, limiting the action of each of them to their respective jurisdictions,
for Symbolic Masonry is universally entrusted with the governance of the 3 (three) Degrees of
Rite; APPRENTICE, COMPANION AND MASTER, it is for the Philosophical to govern the

CHAPTER - I
SECTION - I
On the Denomination, Jurisdiction, Headquarters, and Laws.
Article 1 - The official designation of this Masonic High Body, whose legitimacy is
based on the authorization of March 12, 1829, granted to Brother Francisco Gê
Acaiaba from Montezuma, future Viscount of Jequetinhonha, emanated from the Supreme
Council of the Netherlands, now Belgium, is SUPREME COUNCIL OF THE 33rd DEGREE OF
ANCIENT AND ACCEPTED SCOTTISH RITE OF FREEMASONRY FOR THE REPUBLIC
FEDERATIVE OF BRAZIL.

Article 2 - The SUPREME COUNCIL (as it will henceforth be referred to in this


Statute), it is non-profit and its duration is for an indeterminate time,
understanding its Jurisdiction the Federal District, the States and Territories of the Republic
Federative Republic of Brazil.

Article 3 - The headquarters of the Supreme Council is in the city of Rio de Janeiro, Brazil, at
vertical point of the Zenith, corresponding to 22° 53' 45'' South latitude and 43° 21' 15''
West longitude of Greenwich, located at Barão Street 1317 and 1359, in Jacarepaguá

Article 4 - The basic laws of the SUPREME COUNCIL are: this Statute, the

SECTION – II
The Suas Responsibilities
Art. 5 - As the sole and Supreme Authority of the Ancient and Accepted Scottish Rite of
Masonry for the Federative Republic of Brazil, the SUPREME COUNCIL may
meet in any part of the National Territory, under the Presidency of its Sovereign
Great Commander, having the following attributions:
a) exercise broad liturgical and legislative powers throughout the National Territory,
executives and judiciaries, creating, governing, overseeing and representing their
Subordinate Bodies, as well as their respective Members;
b) to be the only dogmatic authority of the Rite within the National Territory;
c) elect the Effective Members of its body and among the residents and
residents in Grande Rio, choose the members of their Administration;
d) grant all the Degrees of the Rite;
e) organize, reformulate, print and send to adopt the Rituals of the Degrees of the Rite;
f) issue Diplomas, Briefs, and Patents, not only of the Degrees that directly
grant, as well as those that, by their delegation, are granted by the Bodies
Subordinates, as well as the Identity and Regularity Cards;
g) to resolve on the recognition of High Masonic Bodies and to exchange with them
Representatives;
to be the only Masonic forum to process and judge the Masons invested in
Gray 33;
to be the sole reviewing and judging power of the Acts of the Sovereign Grand
Commander;
j) grant Constitutive Letters to Subordinate Bodies;

k) reorganize, suspend or terminate any Subordinate Body, whenever
to judge the interest for the Rite and for the Jurisdiction;
l) to grant or deny approval to the Statutes and Regulations of the Bodies
Subordinates;
m) establish and, depending on the circumstances, modify the boundaries of jurisdictional zones

suspend from office, when necessary, any Member of their
Administration, as well as subordinate bodies;
to suspend the rights of any Mason affiliated with the Philosophical Degrees and, in
serious and urgent cases, to expel him, summarily, from the Rite and the Order, including those who
are in the exercise of an administrative position in a Subordinate Body;
p) to revoke the Articles of Incorporation of any Subordinate Body, as well as
Diplomas, Briefs and Patents, considering the veracity of the alleged facts and of the
evidence presented and, in urgent and serious cases, by simple opinion of his
Commission of Jurisprudence and Legislation;
manage your assets, organize your budget and declare contributions and
taxes;
r) grant amnesty and forgiveness of past penalties that have been judged;
s) grant the title of Honorary Member, Honorary Emeritus Member, Benemérito,
Benefactor and Great Dignitary of Honor;
to grant at its discretion the title of Benemérito to any Mason of the Rite,
belonging to the Philosophical Degrees who have rendered relevant services to the Order,
properly verified once requested by the Grand Liturgical Inspector of
respective Region or by a Voting Member;
u) promote, either by themselves or through their Subordinate Bodies, educational programs
that benefit their Members and respective family members, directly or through
granting of scholarships, collaborating to the extent of their possibilities with the
organizations that work for youth with priority for those that have the
sponsorship of Freemasonry;
v) maintain an assistance program for those in need from any background,
especially aiming at your recovery for work and for normal life in
society;
x) confer any Degree of the Philosophical Series to a Mason deemed worthy;
y) suspend the rights of any Effective, Emeritus, or Extraordinary Member
in serious and urgent cases, expel him summarily from the Rite and the Order, including
those who are in the exercise of any position, always by the vote of at least two
two thirds (2/3) of those present, having heard, beforehand, the Grand Commission of Jurisprudence and
Legislation.
z) to dispose of your Annual Budget, upon proposal of the Sovereign Grand
Commander, at the Ordinary Session of March 12 of each year, which may only be
to be altered in a decree duly justified "ad referendum" of the SUPREME

SECTION - III
From its Composition
Article 6 - The SUPREME COUNCIL shall be composed of Effective Members or
Sovereign Grand Inspectors General; of Emeritus Members; of Members
Extra members and Honorary Members or Grand Inspectors General.

SECTION – IV
Of Effective Members
Article 7 - The number of Active Members is set at 33 (thirty-three).
§ 1º- As long as there is an Effective Member, he will represent the SUPREME.

§ 2 - In the Federal District, in the Territories, and in each State of the Republic
Federative Republic of Brazil, except for the headquarters of the SUPREME COUNCIL, considering the

Article 9 - The duties, obligations, and rights of Full Members are:


a) comply with and enforce all Laws, Regulations, Decrees, Acts,
Resolutions and Sentences of the Jurisdiction;
b) observe and ensure all Masons observe the purity of the Rituals, well
such as the Doctrine, Principles, Constitutions, General Statutes, the Laws of the Order and, in
particular, as do Scottish Rite Ancient and Accepted, defending them and applying them in all the
occasions;
c) to be, as a Worker of Peace and Charity, the Instructor of His Brothers,
fortifying among them the principles of love for others and Brotherhood;
d) to be assiduous to the Meetings of the SUPREME COUNCIL and the SACRED COLLEGE;
timely satisfying the contributions, fees, and charges to which one is obliged;
e) to express opinions and vote on all matters brought to your knowledge in
SUPREME COUNCIL or in the SACRED COLLEGE;
f) to vote and be voted for the positions of Sovereign Grand Commander, Place
Lieutenant Commander and Grand Minister of State and to be appointed to the other positions
of High Dignitaries, High Officials or Commission Members;
g) correct any irregularities that may be observed in the Subordinate Bodies

all immediate knowledge to the Sovereign Grand Commander;
h) to be a native member of all Subordinate Bodies of the Jurisdiction, at no cost

i) preside over, wishing to the Sessions held in the Subordinate Bodies that he visits,
this regalia will belong to the most senior or the oldest, in the case of the presence of
more than one Effective Member;
j) obtain, when he has to leave the Country or his place of residence,
license of the Sovereign Grand Commander, upon written request, but
continuing, during the leave, with the obligation to pay the required contributions.

Article 10 - Will lose the status of Full Member of the SUPREME COUNCIL who:
a) renounce these functions;
b) move your residence abroad;

c) for, by a vote of 2/3 (two thirds), at least, of the Effective Members
Present at the Meeting, transferred to the class of Emeritus Member, Member
Extraordinary or Honorary Member;
d) does not comply, once alerted, within the stipulated deadlines, to the
financial contributions owed to the Supreme Council;
e) accept an elective or appointed position in any Subordinate Body, except
when authorized by the Sovereign Grand Commander, in exceptional circumstances;
f) accept nomination or be a candidate for elective office in Masonic Power
Symbolic;
g) to miss, without justified reason, 2 (two) consecutive Sessions of the SUPREME
COUNCIL, and, if a Member of the Administration at 2 (two) consecutive Sessions of
SACRED COLLEGE;
h) fail to comply, twice, without presenting written justification, to
what establishes Article 42;
i) for falling under the provisions of item 'y' of Article 5;
j) accept a nomination or be a candidate for an elective position in a Symbolic Lodge without the
due permission, granted in an exceptional manner by the Sovereign Grand
Commander.

Article 11 - The Great Honorary Dignitaries and the Emeritus Members have the
privilege of attending the Meetings of the SUPREME COUNCIL and the SACRED COLLEGE,
not having, however, the right to vote.
Sole paragraph - The Effective Member who moves to the Member Board
Emeritus will continue as a Permanent Member of all Subordinate Bodies, without any burden of
any species and in them, when working, may freely use the word, speaking,
if you want, seated.

Art. 12 - The title of Emeritus Member may only be granted to the Brother who has
exercised the functions of Regular Member.
Sole Paragraph - To the Effective Members of other Supreme Councils
Regular members may be granted the title of Honorary Emeritus Member.

SECTION - VI
Of Honorary Members
Article 13 – The Investiture in the 33rd Degree grants the Freemason the status of Member
Honorarium of the SUPREME COUNCIL and will be granted upon proposal from the Grand
Liturgical Inspector of the Region where the Candidate resides, chosen from the list of all
Brothers of Degree 32, which will be provided by the respective Consistory, up to 30 (thirty) days
before the Investiture, imperatively, always accompanied by Information about the
profane and Masonic life of the proposed or, still, by express indication of the Sovereign
Great Commander.
Sole paragraph - The fullness of rights, duties, and prerogatives
Masonic knowledge in the Ancient and Accepted Scottish Rite is obtained with the Investiture in the 33rd Degree.

Article 14 - The Investiture at Degree 33 will be held in a Session of the SUPREME


COUNCIL or of the SACRED COLLEGE, allowing the Sovereign Grand Commander, at his
criterion, at the request of the Grand Liturgical Inspectors, duly justified, to proceed to
Inauguration, in the Jurisdiction of the Grand Liturgical Inspectories. When the Sovereign
Great Commander cannot do it in person, may delegate powers to
Effective Members to proceed to the Investiture, in the Jurisdiction of the Grand Inspectorates
Liturgical, observing all the Liturgical and Ritual formalities.

Article 15 - The Honorary Members of the SUPREME COUNCIL are affiliated to a


Subordinate Body of higher hierarchy, in the Region of its Jurisdiction, subject to
payment of the due fees.

Art. 16 - Grade 33 can only be granted free of charge, or with reduction


of emoluments, for services rendered to the SUPREME COUNCIL, at the discretion of the Sovereign
Great Commander.

CHAPTER - II
SECTION - I
From the Administration
Article 17 - The Great Dignitaries and Great Officers, these when Member

Article 18 - Members of the Administration of the SUPREME COUNCIL, without


any remuneration:

4) Grand Secretary General of the Holy Empire
5) Grand Secretary of the Interior of the Holy Empire
6) Grand Treasurer of the Holy Empire
7) Grand Chancellor Keeper of the Seal
II – GRAND OFFICERS
8) Grand Master of Ceremonies
9) Grand Hospitaller
10) Great Captain of the Guards
11) Great Standard Gate
12) Great General Helper
13) Great Secretary General of the Holy Empire Adjunct
14) Grand Treasurer of the Holy Empire Adjunct

§ 1º- The positions of Sovereign Grand Commander and Lieutenant Place


Commander and Grand Minister of State will be filled by election of the
SUPREME COUNCIL, while the other Grand Dignitaries and the Grand

Art. 19 - The administrative period shall last for 5 (five) years. Those elected

year of the administrative five-year period provided for in this article, being immediately
sworn in, exercising their mandates until the inauguration of their successors.

SECTION - II
To the Sovereign Grand Commander

Article 21 - The Sovereign Grand Commander is in all the National Territory the
Sovereign Chief of the SUPREME COUNCIL OF THE 33rd DEGREE OF THE ANCIENT SCOTTISH RITE
I ACCEPT FROM MASONRY and have the prerogatives of Grand Master of Masonry in what
concerns exclusively the Rite.

Art. 22 - During the period that occurs between one and another Session of the SUPREME.
COUNCIL or the SACRED COLLEGE, the Sovereign Grand Commander is invested,
as its legitimate and sole representative, of the supreme powers of surveillance, of
instruction for total administration, and no appeal against its acts will have effect
suspensive.

Article 23 - The main attributions, rights, and obligations of the Sovereign Grand
Commander:
a) comply with and enforce the Statute and the General Regulations and other Laws in
vigor in the Jurisdiction as well as the Sentences, Decrees, Acts, and Resolutions of the SUPREME
COUNCIL or of the SACRED COLLEGE and of its own authority and power, and represent
in court or out of it;
b) to preside over the Sessions of the SUPREME COUNCIL or the SACRED COLLEGE and
others to attend, leaving it to his discretion to allow the respective President to lead
the work. Always sitting in the chair of the Presidency, having to your right the one of
President of the Subordinate Body;
c) report, through a Message Report, all of your acts and those of
SACRED COLLEGE or SUPREME COUNCIL in its Annual Meeting, or, in cases of
urgency, in the extraordinary meetings regularly convened;
d) grant provisional license, or Temporary Constitutive Letter, at the Foundation of
Subordinate Bodies;
e) to appoint, among the Effective Members, the Grand Secretary General of the Holy
Empire, the Grand Secretary of the Interior of the Holy Empire, the Grand Treasurer of the Holy
Empire and the Great Chancellor Keeper of the Seal, as well as the Great Officers and the Great
Permanent or non-permanent committees;
f) grant exemption from the time lapse in the intervals of Degrees;
g) authorize ordinary and extraordinary expenses, as well as assistance and
aids;
h) to oversee internal and external correspondence, signing with the Great
Secretary General of the Holy Empire has diplomatic and resolutive character;
i) sign Permanent Constitutive Letters, Diplomas, Briefs, Patents and
Titles issued by the SUPREME COUNCIL, or in its name;
j) always keep up to date with the most frequent correspondence with others
Supreme Regular Councils of the World and their Sovereign Grand Commanders;
k) to inspect, on his own or through his Special Delegates, all Bodies
Subordinates in the Jurisdiction and, whenever possible, visit them in person;
l) summon, or have summoned, when necessary, any Subordinate Body;
m) to take place during the period between one and another Session of the SUPREME
COUNCIL or of the SACRED COLLEGE the assignments of Art. 5, with the exception of
mentioned in items 'i' and 'z', including those provided for in item 'c' of Art. 10;

n) designate the Committees provided for in Art. 34.
Sole paragraph – Upon completing the term and transferring the position to his successor, the
Grand Sovereign Commander is, automatically, awarded the title of 'Sovereign
"Grand Commander of Honor", as long as they remain regular in the Ancient and Accepted Scottish Rite.

SECTION – III
To the place of Lieutenant Commander

February of each year, a detailed report of all the activities of the Great
General Secretariat of the Holy Empire;

f) keep up to date with correspondence with the Large Liturgical Inspectorates,
communicating the resolutions of the SUPREME COUNCIL, of the SACRED COLLEGE and of the
Sovereign Grand Commander;
g) maintain regular correspondence with the Grand Secretariats of the Supreme
Councils of the World, with which the SUPREME COUNCIL has fraternal relations,
signing it and still keeping all general correspondence up to date;
h) propose to the Sovereign Grand Commander the admission and dismissal of
employees of the SUPREME COUNCIL; as well as the establishment and modification of their
salaries.
II – It is the responsibility of the Great Secretary of the Interior of the Holy Empire:
a) register the Rite, move it and update it;
b) issue the ordered certificates and certificates;
c) organize the documentation for publication in the Official Gazette;
d) to assist, when requested, the Grand Secretary General of the Holy Empire in
your tasks.

SECTION - VI
From the Grand Treasury of the Holy Empire

documents of the Great Treasury of the Holy Empire;
e) present to the Sovereign Grand Commander in a timely manner, the balance
quarterly Revenue and Expenditure, after being examined by the Finance Committee in view
the respective supporting documents, as well as, submit for evaluation of
SUPREME COUNCIL or of the SACRED COLLEGE the Annual Balance and the Proposal
Budget session on March 12 of each year;
f) organize monthly the list of debts and credits of the SUPREME
ADVICE, present it to the Sovereign Grand Commander, fulfilling what is required of him
ordered.

SECTION – XI
Of the Great Standard Bearer
Art. 32– It is the responsibility of the Great Door Standard Bearer:
a) to lead the Standard of the Order in all Liturgical Ceremonies;
b) assist the Sovereign Grand Commander in the investitures, always
accompanied by the Great General Helper;
c) to safeguard the Standard with all diligence and to keep it always present for use
in all Sessions of the SUPREME COUNCIL or the SACRED COLLEGE.

SECTION - XII
Of Great General Helper
Art. 33 - The Great General Helper is responsible for assisting the Sovereign Great.

IV) in FINANCE, which has the duty to verify the accounts of the Great Treasury
of the Holy Empire, the bank funds and the assets of the SUPREME COUNCIL, giving
opinion on the financial statements presented, as well as on the quarterly financial reports,
having to examine the books, the accounting records and the respective receipts of the
launches made.

Art. 35 - The Grand Commissions shall be composed of 3 (three) members, in


minimum, under the presidency of the oldest of its members, except for Relations
Outdoors that will be presided over by the Sovereign Grand Commander, and will serve during
the entire administrative period, all of which may be summoned by the Sovereign Great
Commander or their respective Presidents.
§ 1º - The Grand Finance Commission cannot include the Grandes.
Secretaries, The Great Hospitalers and the Great Treasurers.
§ 2º- The Sovereign Grand Commander may, at his discretion, designate others
Commissions that are necessary for the proper development of the work of the SUPREME

CHAPTER - IV
SECTION - I
The Vacancies and Resignations

SACRED COLLEGE, the Sovereign Grand Commander will be competent to judge them.
§ 1st - To the Effective Member whose resignation has been accepted, the SUPREME may
COUNCIL or the SACRED COLLEGE grants the title of Emeritus Member, by 2/3 (two
thirds), at least, of votes.
§ 2º - When, due to advanced age or illness, a Full Member does not
may have the necessary attendance at the works of the SUPREME COUNCIL or the SACRED
SCHOOL, these, by 1/3 (one third), at least, of the present votes, may transfer it
for the class of Emeritus Member or Honorary Member.
§ 3 - When the good of the Order, the Rite, or the Jurisdiction requires it, the SUPREME
The COUNCIL or the SACRED COLLEGE may, by an absolute majority of the votes present,
consider any position of Effective Member vacant, transferring its occupant to the
class of Emeritus Member or Honorary Member.
§ 4 - In case of resignation from an administrative position, the resigning party must

The Meetings

COLLEGE will comply with what is established in the Rituals.

Article 45 - The process for voting shall be:


a) secret scrutiny, in equal and closed cells, when it concerns
election for the positions of Sovereign Grand Commander, Lieutenant Commander and
Great Minister of State;
b) nominally, starting with the most modern of the Effective Members
presents, when for the election of any Regular Member;
c) symbolic, in other cases.

i) Income from the collection for the provision of Rituals, Statute of
SUPREME COUNCIL, Collectors, Orders, Forms, Model RS List and
others;
j) Branch of Solidarity, with the specific purpose of benevolence, the

relations;
g) to abide by and respect all decisions and determinations of the authorities of the Rite,
regularly constituted.

Article 53 - Outside of Freemasonry and for profane purposes, no Brother may use
any letter, word, phrase, number, name or sign that may remind of affiliation to the Rite
in any other means and for any purposes.

Article 54 - Regular Masons of Brazil and those from any other countries in
fraternal relations with the SUPREME COUNCIL can visit and attend any
work corresponding to the degrees they possess, as long as they previously meet the requirements

12 (twelve) months.

SECTION - III
The Regularizations
Art. 67 - In cases of regularization, the Candidate must attach to the petition.

Advice can only be given with prior authorization from the Sovereign Great.

SECTION - IV
The Affiliations
Art. 68 - Any Mason of the Rite, even if the Degrees have been granted
by another SUPREME COUNCIL, recognized by ours, may, when in perfect
Masonic regularity, to affiliate with any corresponding Subordinate Body
of the degrees that you will have.

Article 69 - The membership application (Model D) must meet the following requirements:
a) to be in the enjoyment of their Masonic rights and reside in the Territory of the headquarters of
Subordinate Body, declaring the previous residence for at least 2 (two) years;
b) Possess one of the Competence Degrees of the Subordinate Body;
c) Withdrawal certificate (Model M), or proof of payment (Model O), or
regularity certificate (Model P).

Art. 70 – The withdrawal or compliance certificate will only be effective during


the year following the date of its issuance, after which it will lose all value, and must be
the bearer is to be considered as regularized; if, however, during this period the Brother
Filing with another Subordinate Body will be archived and will no longer have effect.

SECTION – V
Two Titles
Art. 71 - The last Degrees of the Series correspond to: DIPLOMA for the Degree
14; BRIEF for Level 18 and RANK for Levels 30, 32 and 33.
§ 1º - Diplomas will be issued for Active Members, Emeritus Members of
SUPREME COUNCIL and to all the Presidents of the Subordinate Bodies, as well as to
all Members who hold positions in the Administration of the SUPREME COUNCIL.
§ 2 - For the purpose of the final part of the previous paragraph, the Major Inspectorates
Liturgical bodies will send to the Great General Secretariat of the Holy Empire the list of Presidents
of Bodies and respective election date.

SECTION - VI
Of the Rituals
Art. 72 - All the Rituals of Degrees 4 to 33, inclusive, and the Ceremonies
Masonic symbols adopted by the SUPREME COUNCIL are exclusively their property.

Art. 73 - None of the Rituals of the SUPREME COUNCIL may be translated.

§ 2: Under penalty of invalidity, all Liturgical Ceremonies, whether of Initiation and
Mason regularization, concerning any act of Installation and Regularization
of Subordinate Body, of Temple Consecration, of Funeral Office, Stone
Fundamental and others will be carried out solely by the rituals adopted by the SUPREME.
ADVICE.

Art. 74 - In each Liturgical Region there will be with responsibility and under the charge

CHAPTER - VI
SECTION - I
The Liturgical Regions
Article 75 - The Territory of the Jurisdiction of the SUPREME COUNCIL shall be divided into
as many Liturgical Regions as necessary for the oversight and administration of the
interests of the Rite, headed by a Grand Liturgical Inspector, with a fixed residence in
respective Region, freely appointed by the Sovereign Grand Commander and can be dismissed

Art. 76 - When there is an Effective Member in a Liturgical Region,

Article 77 - The duties, obligations, and rights of a Grand Liturgical Inspector are:
a) to comply with and enforce Laws, Regulations, Rituals, Decrees, Acts,
Resolutions and Sentences in effect, employing, for that, the best advice and
applying the measures that are necessary, 'ad referendum' of the Sovereign Grand
Commander;
b) resolve "ad referendum" of the Sovereign Grand Commander, and without effect
suspensive, consultations of the Subordinate Bodies and of the Masons of the Region;
c) to defend, by all legal and effective means, moral interests and
materials of the Rite and of the SUPREME COUNCIL, intervening with the Subordinate Bodies
from the Region in order to prevent them from falling into debt with the coffers of
Grand Treasury of the Holy Empire, or that their activity does not correspond to the purposes
for what they were created;
d) inspect the Books and Documents of the Subordinate Bodies of its
Region, correcting the mistakes and the shortcomings that may be found;
e) to be, in Administrative and Liturgical matters, the intermediary between the Bodies
Subordinates and the Masons of their Region and the High Powers of the SUPREME
ADVICE, suggesting, when forwarding the papers, anything that you think might increase the
prosperity of the Rite and of the Jurisdiction;
f) grant, within the Region, a license for the formation of Bodies
Subordinates, requesting the SUPREME COUNCIL and the issuance of the Constitutive Letter
Temporary;
g) provide the Sovereign Grand Commander with all the information that he
arrange and deliver to you, by the 15th (fifteenth) of February of each year, a

detailed report on the interests and development of the Rite and the SUPREME
COUNCIL;
h) to submit annually, by January 30th, to the Grand General Secretariat
from the Holy Empire the list of all Brothers in your Region who are eligible
to be elevated to Degree 33, must give the broadest possible consideration to each proposal
information about profane and Masonic life and about the services that make one deserving
of the requested investiture;
to have a statistic of all the Freemasons of the rite, holders of Degrees

j) suspend, for just cause, any Member of the governing body

r) send, within a maximum period of 10 days to the Grand General Secretariat of the Holy
Empire, the documents and metals destined for the SUPREME COUNCIL, which will be
delivered by the Subordinate Body.

Art. 78 - The holder who changes will lose the position of Great Liturgical Inspector.

Two Subordinate Bodies
Art. 79 – The Subordinate Bodies, established by Constitutive Letters of
SUPREME COUNCIL, are the following:
a) Perfection Lodge, which governs and grants Degrees from 4 to 14, inclusive;
b) Chapter of the Rosy Cross Knights, which governs and grants the Degrees from 15 to 18,
inclusive;
c) Kadosch Knights Council, which governs and grants the Degrees from 19 to 30,
inclusive;
d) Consistory of Princes of the Royal Secret, which governs and grants the Degrees 31 and
32.

Article 80 - In each Liturgical Region there must be at least one Consistory of
Princes of the Royal Secret, a Council of Kadosch Knights, a Chapter of
Rosicrucian Knights and a Lodge of Perfection.
Sole paragraph - When the Liturgical Region requires more than one
Consistory, the SUPREME COUNCIL may create them, aiming for development of the
Ritual and Jurisdiction.

Art. 81 - The Shops of Perfection, the Chapters of Rosicrucian Knights and the
Councils of Kadosch Knights should be created in the various areas of the Regions.

Sole paragraph - In localities where there are regular Symbolic Stores
there should always be at least one Perfection Store for Initiations and
Regularizations from Levels 4 to 14, inclusive.

Art. 82 - In the event of the passing of the Grand Liturgical Inspector, the President of
Consistory of Princes of the Royal Secret of the seat of the Grand Liturgical Inspectorate
will assume the position, on an interim basis, informing the Sovereign Grand Commander
from everything, within 72 hours, only being released from the appointment and possession of the
new holder.
Sole paragraph - More than one Consistory of Princes of the Realm functioning
Secret in the Region will be assumed by the oldest President of the Consistory.

Article 83 - Subordinate Bodies must have Statutes and Internal Regulations


whose wording must comply with the models provided by the SUPREME COUNCIL.
§ 1 - The Statutes and Internal Regulations will only have force and effect after
approved by the SUPREME COUNCIL.
§ 2º - the Grand Liturgical Inspector of the Region must send a faithful copy of these
Statutes and Regulations, in two copies, to the SUPREME COUNCIL which, by itself or by
Sovereign Grand Commander, may ultimately approve, modify or
cancel them.

Article 84 - It is expressly prohibited for the Subordinate Bodies:


a) for Statutes and secular Regulations;
b) to transform into a secular association;
c) adopt a living person's name as its title;
d) to interfere in political activities or religious issues.

Article 85 - No Subordinate Body may dismantle its columns, dissolve itself


or suspend your work while 9 (nine) Brothers of the respective Board do so
by opposing, in this case, the Constitutive Letter and all the files, effects and
heritage under the administration and responsibility of the group that intends to maintain it in
activity, should, in this case, immediately inform the Grand General Secretariat of
Holy Empire and to the Great Liturgical Inspector of the respective Region.

Article 86 - When a Subordinate Body is dissolved, or when it


remaining inactive for more than 1 (one) year, all your assets, belongings,
properties, books, equipment, and records will immediately transfer to the power of
SUPREME COUNCIL, the Sovereign Grand Commander must designate who should
to be the custodian, if there is no Great Liturgical Inspector in the Region, who then
will receive all the assets in the name of the SUPREME COUNCIL.
§ 1º- To the Brothers of the Subordinate Body, in the case provided for in this
Article, the Grand Secretary General of the Holy Empire or the Grand Liturgical Inspector of
The region, if they are in conditions of perfect regularity, will grant the certificate of

Subordinate of this or another Region.
§ 2º- The President, the Secretary and the Treasurer in office of the Body
Subordinates are personally responsible for delivering to the Grand Liturgical Inspector.

SECTION - III
The Constitutive Letters
Art. 87 - The petition for a Temporary Constitutive Letter, made in accordance with the
"Model A", signed by 9 (nine) or more Regular Masons Invested of the highest
Degree of the Desired Series of Subordinate Body Competence and accompanied by
documents that prove the regularity of the signatories of the copy of the Minutes of the Session
(Full Transcript of the Minutes) in which the Provisional Administration was elected and the fees
should be directed to the Great Liturgical Inspector of the Region.
§ 1º- The Constitutive Letter issued by the SUPREME COUNCIL will be
Temporary and will grant the Subordinate Body the right to receive Regular Brothers, for
initiate them, affiliate them, or regularize them by charging them the contributions and fees due.
§ 2º- The Temporary Constitutive Letter will only be valid for 1 (one) year, within
the deadline must be requested from the SUPREME COUNCIL for the issuance of the Letter
Permanent Constitutive, in a petition accompanied by a list of the Workers of your
Frame and the fixed value for this expedition, through the Grand Inspector.

Art. 88 - The Temporary or Permanent Constitutive Charter of any Body

Of Liturgical Powers
Art. 90 – Only to the Subordinate Bodies created by the SUPREME
COUNCILS may, by delegation and within their respective competencies and Regions,
grant Degrees of the Rite and, even so, when gathered in a duly held Session
convened and operating regularly in an appropriate location.
Sole paragraph – Similarly, the Initiation and Regularization will be
implemented in these Bodies and in a special Session for each Degree, with the 'placet' of
Great Liturgical Inspector, in Degrees 4 to 32.

Art. 92– To be part of the Administration of the Subordinate Body, the Brother
must have the highest Degree of the Series taught by the Body, except for the
Consistory of Princes of the Royal Secret.
§ 1º- For the position of President of the Consistory of Princes of the Royal Secret
Only a Brother already invested in the degree of Grand Inspector General, 33rd, may be elected.
§ 2º- In the event that there are no Brothers with the

Art. 93 - As auxiliary bodies of the Administration, the Subordinate Bodies


they will elect, in the same election session, the following Commissions, composed of 3 (three)
Members:
a) of Jurisprudence and Legislation, which will elucidate the Body on the matters of
Jurisprudence and Masonic Legislation and will encourage the Brothers to study and to
knowledge of the Rituals, the Laws in force, and the Statutes;
b) deGraus, who will study and issue an opinion on the submitted works
by the Brothers;
c) of Solidarity and Finance, which will examine the books, documents, accounts,
bank check stubs and everything related to balance sheets subject to your
mandatory opinion, for which it may request necessary information and certificates from the trustee
fulfillment of your mission.

Art. 94 - In addition to the duties prescribed in the Rituals and Regulations


particularly competes:
I – To the Presidents:
a) comply with and enforce this Statute and the General Regulations, Laws,
Decrees, Acts, Resolutions, and Sentences from the competent authorities;
b) to be the natural representative of the Corps on any occasion;
c) authorize budgeted or specially authorized expenses;
d) authorize and supervise the distribution of aid and assistance, in accordance with the
decisions made by the Body;
e) sign, with the Secretary, the correspondence for the higher authorities
of Rito;
f) sign checks, with the Treasurer, to withdraw funds deposited in
banks;
g) grant and withdraw the floor during the Sessions, overseeing its use within
of the precepts of culture, tolerance, and brotherly respect;
h) resolve the raised issues without any appeal, and have the vote of
tie-breaking in voting, except in elections;
i) to send by January 15 (fifteen) of each year a report of the acts of
your Body to your Great Liturgical Inspector, for the purposes of Annual Message of
Sovereign Grand Commander.
II - To the Watchmen:
a) to give an opinion on the proposals for Degree Elevation;
b) to replace, in the hierarchical order, the President, when impeded or in case of
vacancy, until the Election.

III - To the Secretaries:
a) to draft and read the Minutes of the Sessions, as well as the correspondence, to which it will give
destination, fulfilling the order of the President or resolution of the Board and issuing invitations
and advance notices;
b) draft all correspondence, signing it with the President when necessary
case, keeping a copy of it in chronological order; issue certificates and documents,
once duly authorized;
c) organize the processes of Initiation, Elevation, Regularization, and Affiliation to
obtaining Degrees, Identity Cards, Diplomas, Briefs, and Patents, being able to,
to do this, communicate with the Great Secretary of the Interior of the Holy Empire, by
intermediary of the Great Liturgical Inspector;
d) keep a properly updated detailed list of registrations of
Siblings of the Frame with indication of their respective addresses.
IV – To the Treasurers:
to be responsible for the metals, funds, and properties of the Body.
keep the accounting records up to date and in perfect order and clarity;
b) collect, through receipt, the monthly fees, rates, and contributions
belonging to the coffers of the Body, as well as the SUPREME COUNCIL, and present
monthly the income and expense statement;
c) ensure, punctually, the collection to the coffers of the Great
Treasury of the Holy Empire, through the Grand Liturgical Inspection of the Jurisdiction,
the collected funds related to fees and charges owed to the SUPREME
COUNCIL, being responsible, jointly with the President of the Board, to whom
will inform, by the exact fulfillment of this determination.

Art. 95 - The President, the Secretary, and the Treasurer of the Subordinate Bodies, to
assume their respective positions, undertake Masonic obligations for which they
we are responsible for the funds and the assets of the Body.

Article 96 - All positions are resignable at any time, without need


for any justification, however, the resignation must be made in writing and addressed to
President of the Body, or their legal substitute, who, after filling the vacancy
by your substitute or 'pro tempore', will schedule the election for the effective filling, if
for the case.
§ 1º- If the resignation is from the President, he will address the Subordinate Body,
through his substitute, the 1st Vigilante, who will then summon the Body for him
to become aware and fill the vacant position.
Paragraph 2 - The resigning party has the duty to guide their substitute on the matters of
cargo, provided that, when it comes to the Treasurer, he will only be dismissed from the
responsibility after the accounts have been presented and approved.
§ 3 - The occupant of the position accused by regular complaint shall be removed from their
functions and replaced until final solution of the complaint.

Article 97 - When there is a vacancy in the position of President, the Presidency will be assumed
temporarily the 1st Watchman who will inform the Grand Inspector of the fact

less than 6 (six) months until the end of the term, the replacement will become effective,

except if there are less than 6 (six) months left until the end of the term, in which case it will

Article 99 - The mandate of the administrations of subordinate bodies will have the
a duration of 1 (one) year, with the possibility of re-election for only 1 (one) additional term.
§ 1st - The Elections in the Subordinate Bodies will take place in the first
the second fortnight of February of each year, with the respective possession taking place in a Session
Magna on the 12th (twelfth) of March each year or on the day immediately before the impeded

SECTION - VI
The Sessions
Article 100 - The Ordinary Sessions of the Lodges of Perfection shall be held biweekly; the
two chapters of the Knights Rosy Cross, monthly, those of the Councils of Knights
Kadosch, bi-monthly and the Consistories of Princes of the Royal Secret, quarterly,
since Extraordinary Sessions can be convened at any time, the
criterion of the Chairperson of the Body or at the request of 1/3 (one third) of its Members
Regular, for private matters of the summons.
Sole paragraph – The open sessions at the highest level of the Body's competence
Subordinates are understood to be open to all other Levels of the Series,
sufficient to work in any of them, simple declaration of whoever is present
presiding over the referred Body.

Article 101 - The formula for opening and closing the Session of Subordinate Bodies is the
entrusted in their respective Rituals.

Art. 102– The Regular Order of Work in the Subordinate Bodies of the Degrees
4 to 32 will be the following:
I – Communication and Recap of Signals, Touches, Words and others
instructions according to the Degree Coverer:
1) Ritualistic Opening;
2) Visitor Entrance;
3) Reading of the Baluster;
4) File;
5) Bag of Proposals and Information;
6) Report of the Hospitaller Brother;
7) Reports from the Committees;
II - Agenda:
1) Discussion and voting of the Administration Projects;
2) If there is no Initiation, the Instruction of the Degree or Lecture takes place.
Philosophical concerning salary increase, or related to the Rite;
3) Trunk of Solidarity Bag;
4) Word for the good of Order;
5) Ritualistic Closure of the Session.

Art. 103 – No Body may hold Sessions without a 'quorum', which is 9.


(nine) members at least Present, unless it is opened for Initiation,
Regularization and Affiliation, whose special quorum is 7 (seven) members, if the President
is present.

Art. 104 - The floor will be granted first by the 2nd and 1st Wardens and afterwards

New Draft, which was approved in the Ordinary session of the SACRED COLLEGE, in dose of
March nineteen ninety-one.

CHAPTER - XIII
The Transitional Provisions
Article 144 - A category of Extra Member is created, composed of the ...
