This specification was compiled to make provision for the working procedures and standards for
existing electrical works or telecommunications facilities.

Supply authorities and telecommunication authorities should ensure that their employees, and those of
the contractors appointed by them, are aware of the nature and content of any agreements concluded
and based on this specification.

SPECIFICATION

Working procedures and standards in respect of the installation of new


electrical works and telecommunication facilities, or the extension or
modification of such existing works and facilities

Preferred requirements for applications in the electricity supply industry and


telecommunications industry

1 Scope

1.1 This specification covers the working procedures and standards for the execution of all projects in
respect of the installation of new electrical works and telecommunication facilities, or the extension or
modification of such existing works and facilities.

1.2 This specification prescribes the minimum safety clearances and requirements that have to be
complied with in respect of each project, including HV and LV equipment applicable to overhead and
underground networks.

1.3 This specification also addresses the issues of unsafe conditions which are not covered by
existing specifications.

2 Normative references

The following documents contain provisions which, through reference in this text, constitute provisions
of this specification. At the time of publication, the editions indicated were valid. All standards and
specifications are subject to revision, and parties to agreements based on this specification are
encouraged to investigate the possibility of applying the most recent editions of the documents listed
below. Information on currently valid national and international standards can be obtained from the
South African Bureau of Standards.

3 Terms, definitions and abbreviated terms


For the purposes of this specification, the following definitions and abbreviations apply:

NOTE Where a definition has been extracted from IEC 60050(601) or from another document, the relevant document has
been indicated.

3.1 Terms and definitions

3.1.1 acceptable: Acceptable to the parties concerned.

3.1.2 authority: Either a supply authority or a telecommunication authority.

3.1.3 authorized person: A person who has been authorized, in writing, with defined authority and
responsibilities.

3.1.4 competent person: A person who complies with the appropriate sections of the OHS Act and
is in possession of a competency certificate for the classes of work in which he is deemed to be
competent to work without constant supervision.
3.1.5 infrastructure: Permanent structural installations that form the structural foundation for the TA or the SA to
continue its operation and business.

NOTE Typical examples of equipment that form part of such installations would be poles, cables and conductor(s).

3.1.6 low voltage: A set of voltage levels used for the distribution of electricity the upper limit of
which is generally accepted to be 1 000 V a.c. [IEC 600 50(601)]

3.1.7 minor: Work that entails the installation of line or cable that does not exceed a distant of 2 km or the excavation of
less than 3 m of ground.

3.1.8 power line: An arrangement of electrical conductors, insulating materials and accessories for
transferring electricity between two points of a system, which is supported above ground level by
structures.

3.1.9 project: Line or cable installations exceeding a distance of 2 km and work that entails detailed planning and
project work which generally takes more than a month to complete.

3.1.10 separation distance: The minimum distance between power conductors and
telecommunication conductors.

3.1.11 service connection: A tapping from a distributor, usually of a smaller cross-sectional area, to
supply one or more consumer(s).

3.1.12 single wire earth return: A single phase system in which the neutral side of the connected loads is joined to
earth. There is usually no continuous conductor between the source and load neutral, and the neutral current flows through
electrodes into the mass of the earth.

3.1.13 structure: A construction of wood, concrete or steel, used in a line to support conductors or
cables (or both) and associated accessories and equipment.

3.1.14 supply authority: A distributor of electrical power which includes Eskom, municipalities and
any other similar organization that is licensed to distribute electrical power.

3.1.15 telecommunication authority: A provider of a telecommunication service network which


includes Telkom and any other similar organization that is licensed to provide a telecommunication
service network.

3.1.16 telecommunication line: Any apparatus, instrument, wire, optical fibre, pipe, pneumatic or
other tube, which may be used for, or in connection with, the sending, conveying, transmitting or
receiving of signs, signals, sounds or other information, but excluding telecommunication poles or
masts.

3.1.17 underground cable electrical work or telecommunication work (or both): An


arrangement of grouped single core or multicore electrical cables or telecommunication cables (or both)
and joints buried at various depths below ground level and separated at various distances (where more
than one cable is involved).

3.2 Abbreviated terms

3.2.1 AFSA: Arbitration Foundation of South Africa

3.2.2 HV: High voltage.

3.2.3 LV: Low voltage.

3.2.4 OHS Act: Occupational Health and Safety Act, 1993 (Act 85 of 1993).

3.2.5 SA: Supply authority.

3.2.6 SWER: Single wire earth return.

3.2.7 TA: Telecommunication authority.

NOTE In this specification, the TA and the SA are also referred to as “The parties”.

4 Requirements

4.1 General

4.1.1 This specification shall be read together with the Electrical Machinery Regulation 22(1) of the
said OHS Act.

4.1.2 The agreement between the SA and the TA shall comply with at least the requirements set out
in the following:

a) The Occupational Health and Safety Act, 1993 (Act 85 of 1993);

b) The Telecommunications Act, 1996 (Act 103 of 1996);

c) Explosives Act, 1956 (Act 26 of 1956);

d) National Building Regulations and Building Standards Act, 1977 (Act 103 of 1977);

e) SABS 0280;

f) NRS 043:1997 (annex C);

g) NRS 060:2001;

h) Guidelines for the provision of engineering services and amenities in residential township
development (see clause 2); and

i) The SWER Code of Practice.

4.2 Planning and consent

4.2.1 Before commencing with the route selection, the party commencing with the project shall notify
the other party of its planned project and shall furnish that party with a preliminary design. Should the
other party wish to share the structures, it shall request sharing of the structures from the party
commencing with the project within one month of being notified. The party shall be considered notified
on the day that the notification is posted, emailed or faxed. The format of the notification shall be as set
out in annex B.

4.2.2 As part of the preliminary design, a map that indicates possible line routes shall be indicated
together with the notification of intent of the project as indicated in 4.2.1. The parties should also allow
for unforeseen changes depending on site conditions, and there will be no cost implications for either
party.
4.2.3 In respect of overhead electrical work, the following shall be provided:

a) a duplicated, scaled map or plan, that indicates in red the positions where the proposed works are
intended to be constructed, executed and carried out, the position of the proposed works in relation
to topographical features, up to a radius of 8 m from existing telecommunication facilities or works,
roads and railways;

b) the proposed operating voltage and, if a future change is contemplated, the ultimate operating
phase voltage;

c) the probable ultimate termination of the proposed works if it extends beyond the immediate
proposal at some future date;

d) a sketch that shows the possible typical arrangement of line conductors and earth wires and their
heights above the ground;

e) the location of any power line transpositions;

f) the location of any taps off the proposed works;

g) the maximum designed time for an earth fault to be cleared;

h) the maximum designed current in the event of an earth fault;

i) the maximum operating current of the proposed works;

j) the type of conductor to be used on the proposed works;

k) the plan number, scale and north point;

l) the name of the power line; and

m) any further information relative to the proposed works necessary to determine deleterious effects,
obstructions or probable damage to telecommunication works or facilities

4.2.4 In respect of underground cable electrical works, the following shall be provided:

a) a duplicated, scaled map or plan, that indicates in red the positions where the proposed works are
intended to be constructed, executed and carried out, including all relevant information with
reference to existing underground cables, stand numbers, identification of streets, roads or
footpaths and township names;

b) the proposed operating voltage;

c) the probable ultimate termination of the proposed work if it extends beyond the immediate proposal
at some future date;

d) a sketch that shows the typical arrangement and the depth at which the proposed electrical works
are intended to be constructed, executed and carried out;

e) the plan number, scale and north point;

f) the positioning of equipment (for example mini-substations, ring main units, distribution kiosks,
etc.) in relation to stands, streets, roads or footpaths and townships; and

g) any further information relative to the proposed works necessary to determine deleterious effects,
obstructions (for example, water pipes and sewage pipes) or probable damage to
telecommunication works or facilities.

4.2.5 In respect of SWER, the following shall be provided:

a) the maximum equivalent disturbing current;

b) a 5 year and a 10 year projection on the use of power;

c) sufficient details of a TA facility in the crossing or within 8 m of a SWER route;

d) the earth resistivity in ohms per metre, if available, along the SWER route; and

e) a scale acceptable to include all details.

4.2.6 In respect of a telecommunication facility, the following shall be provided:

4.2.6.1 In the case of an overhead infrastructure,

a) a duplicated, scaled map and/or plan, that indicates in red the positions in which the proposed
works are intended to be constructed, executed and carried out, the position of the proposed works
in relation to topographical features, and the distance of the proposed works from existing electrical
facilities or works (as shown in figures 1 and 2), and from roads, trees and railways. The scaled
map and/or plan shall include a plan number, a scale and north point;

b) the proposed conductor type for example, fibre, copper, aluminium and size to be used on the
proposed works;

c) the probable ultimate termination of the proposed works if it extends beyond the immediate proposal
at some future date;

d) a sketch that shows the typical arrangement of the line conductors and earth wire and their heights
above the ground;

e) the location of any telecommunication line transpositions;

f) the location of any taps off the proposed works;

g) the name of the telecommunication line, route or both; and

h) any such further information relative to the proposed works necessary to determine deleterious
effects, obstructions or probable damage to electrical works or facilities.

4.2.6.2 In the case of an underground infrastructure

a) a duplicated scaled map or plan or both, that indicates in red the positions in which the proposed
works are intended to be constructed, executed and carried out, the position of the proposed works
in relation to topographical features, and the distance of the proposed works from existing electrical
works or facilities, roads, trees and railways. The scaled map, plan or both shall include a plan
number, a scale and north point. Positions of manholes need to be clearly indicated;

b) the proposed conductor type (for example, fibre and/or copper) to be used on the proposed works;

c) the probable ultimate termination of the proposed works if it extends beyond the immediate proposal
at some future date;

d) a sketch that shows the positions of the pipes and line conductors and their depth below the
ground;

e) the location of any taps off the proposed works;

f) the name of the telecommunication line or route (or both); and

g) any such further information relative to the proposed works necessary to determine injurious effects,
obstructions or probable damage to electrical works or facilities.

4.2.7 Additional requirements shall be complied as set out by the SA (see annex E)

4.2.8 In the event of the execution of a project that has to be undertaken as a matter of urgency under
conditions where the giving of one months written notice is not possible, the party responsible for
execution shall ensure, without prejudice, the rights of the other party to which the project conforms,
where applicable, to the minimum safety clearances and that it complies with the requirements given in
annex A (and clarified in figures 1 and 2). It shall be submitted in writing a notice to the other party as
soon as possible but not later than 10 working days from the start of the project.

Notwithstanding the paragraph above, the local utility person shall be contacted before work is
undertaken which could lead to a disruption of service.

4.2.9 In the event of local or minor work that affects both parties, the parties shall notify each other
within 10 working days, clearly indicating the minimum safety clearances and the requirements given in
annex A (and clarified in figures 1 and 2).

4.2.10 Both parties shall respond (in writing) to a notification to commence with a project irrespective
of whether their services are affected or whether they intend to share structures with the other party.

4.3 Agreement on designs

4.3.1 Within one month of submission of the written notice (see 4.2.1),
a) the parties shall, where considered appropriate and necessary, and upon reasonable written request
from one party, meet for the purpose of considering the designs and agreeing on the methods or
devices to be adopted to avoid conditions which can be dangerous to the public or to employees
concerned or which can deleteriously affect telecommunication facilities. The TA and SA have only
one month to reach an agreement on the routes and on the designs. The one month period shall
commence from the date of notification of intention of the project, and

b) the parties shall make available in writing their further requirements (if any).

4.3.2 The agreement on the designs shall be completed in the form as set out in annex C and each
party will keep a copy of the said (completed) annex for record purposes.

4.4 Planning and coordination meetings

4.4.1 The TA and the SA shall agree to meet from time to time for the purpose given in 4.3.1 a), or for
reviewing the methods or devices to be adopted to avoid conditions which can be dangerous to the
public or to employees concerned or which can deleteriously affect the TAs telecommunication services
or facilities or both.

4.4.2 The TA and the SA shall, to the best of their ability, try to timeously submit detailed plans and
programmes of work to be executed in ensuing months at such meetings.

4.4.3 The TA and the SA shall each designate a project representative who shall act as the primary
interface between the parties.

4.4.4 The dates, times and venues of such meetings shall be agreed upon by both parties.

4.4.5 The parties shall ensure

a) the presence of authorized persons who have an interest in the matters to be discussed, and

b) the presence of planning sections from both parties concerned.

4.4.6 The party hosting the meeting shall record minutes of the proceedings and distribute to all
authorized persons in both parties.

4.5 Contractors

The parties shall ensure that its contractor is adequately trained and certified as a competent person to
perform the task.

4.6 On site location of services

4.6.1 The parties shall ensure that all employees and contractors have the correct equipment and the
necessary training to indicate the position of their services.

4.6.2 Prior excavation work services will be indicated on site and where there is doubt as to the
position of the other party’s services on site, a party shall be entitled to require the other party, within a
reasonable period, to indicate its position of service on the site.

4.7 Inspection and approval

4.7.1 The party responsible for the execution of a project shall, after completion of the project, give at
least 48 h notification of its intention to commission or to energize the project. All circuits shall be
considered live and energized at all times.

4.7.2 No commissioning or energization of services shall be undertaken if the requirements of the OHS
Act are violated.

Approval shall be obtained from the other party and written approval shall be deemed to mean that the
party issuing the approval has

a) inspected open trenches before they were backfilled (if applicable and where practical), and
b) inspected the project and confirmed that the project conforms to the minimum safety clearances
given in annex A and complies with the requirements set out in Regulation 15 (Electrical Machinery
Regulations 22(1)), if applicable and where practical.

4.7.3 Both parties shall be entitled, upon written notice and after completion of the project, to request
the other party to make available a detailed profile plan that includes

a) the locations of crossings with telecommunication lines, and

b) the deviations from right angles at crossings with telecommunication lines, or other service owners,
local authorities (water, sewer, stormwater, roads), fibre optic cables, high tension and low tension
cables.

4.7.4 The inspection and approval certificate (see annex D), shall be completed on completion of the
project.

4.8 Clearances

4.8.1 All projects shall conform to at least the minimum safety clearances in annex A and comply
with the requirements in 4.8.1 a), b) and c).

a) Where insulated phase conductors not exceeding 1,1 kV are used, the midspan clearance
between power and telecommunication conductors shall be not less than 600 mm and the vertical
and horizontal clearances to any telecommunication pole not less than 3 m.

b) The horizontal safety clearance between any live conductor and a pole, structure or the ground shall
be in accordance with the requirements in column 7 of table A.1. This horizontal clearance is to
avoid excessive induction in telecommunication lines that run approximately parallel to the
electrical supply line. The clearance between the two lines will depend on variable circumstances
and possible remedial measures adopted in the design of both the electrical supply and
telecommunication lines. These shall be considered on the merits of each proposal.

c) The requirements in table A.1 are in line with the OHS Act and the user shall ensure that the latest
amendment to the Act is used in conjunction with this specification.

5 Unsafe conditions

5.1 The following conditions indicate where potential unsafe situations occur:

a) illegal power reticulation;


b) service connections (including illegal connections); and
c) substandard or inadequate clearance distances.

5.2 In situations where inadequate clearances are experienced, the problem shall be rectified.

6 Dispute resolution

6.1 The TA and the SA accept that disputes can arise between the parties during the course of this
agreement.

6.2 Any dispute which is agreed by the parties to be technical or operational in nature, shall be
referred to a joint committee comprising the project representatives of the TA and the SA or alternates
appointed by them, who will, to the best of their ability, endeavour to resolve the dispute within 14
(fourteen) days of the dispute having been referred to them.

6.3 Any dispute not resolved in accordance with the foregoing, shall be submitted to and decided on
by arbitration in terms of clause 7.

6.4 Where unsafe conditions exist, and no agreement can be reached between the TA and the SA,
the Department of Labour shall be contacted to mediate.

7 Arbitration

7.1 Notwithstanding the referral of any matter for resolution in terms of clause 6 or clause 7, the
parties shall continue to perform their respective obligations as provided for in this specification pending
the outcome of the resolution of any disputes in terms of clause 6 or clause 7.

7.2 Any dispute that arises from or in connection with this specification shall be finally resolved in
accordance with the rules of the Arbitration Foundation of South Africa (AFSA) by an arbitrator
appointed by AFSA.

7.3 The provisions in this clause constitutes an irrevocable consent by the parties to any proceedings
in terms thereof and no party shall be entitled to withdraw therefrom or to claim at any such
proceedings that it is not bound by this clause.

7.4 This clause is severable from the rest of this specification and shall remain in effect even if this
specification terminates for any reason.

8 Nondisclosure
Both parties shall keep all the information obtained from the other party in connection with this
specification confidential, except

a) for information required by law,

b) for information in connection with any litigation or other legal proceedings where disclosure is

Annex E

SA requirements with respect to transmission lines (132 kV and above)

E.1 No building or structure may be erected or installed above or below the surface of the ground
within the recommended restricted distance from the particular voltage power line as registered on the
servitude for that power line or within 10 (ten) metres from any structure supporting mechanism.

E.2 No tree shall be planted within the servitude area, nor be allowed to grow to a height in excess of
the horizontal distance of that tree from the nearest conductor of any power line or to grow in such a
manner as to endanger that line, should the tree fall or be cut down.

E.3 No material, which can in the opinion of the SA endanger the safety of any power line, shall be
placed within the recommended restricted distance from the particular voltage power line as registered
on the servitude for that power line.

E.4 The SA shall have the right in perpetuity to transmit electricity across the property and the said
right shall incorporate

a) the right to erect an overhead power line over the property as may be necessary or convenient in the
exercising of the said right,
b) the right to enter and be on the property at any time in the exercising of the aforesaid rights whether
it be to construct, erect, use, maintain, repair, relay, alter or inspect the structures, works,
conductors or appliances present or whether it be in the course of gaining access to any adjacent
property in the exercising of similar rights held in respect of that property or properties,
c) the right to erect such gates to gain access to the property as may be necessary or convenient,
d) each and every ancillary right necessary or convenient for the proper employment of the right to lead,
convey or transmit electricity across the property,
e) the right to remove, cut or trim any tree which offends against the restricted distance within the
restricted area defined in E.3.

E.5 Notwithstanding the above, the SA shall be bound to exercise its right in the following manner:

a) The electricity shall be transmitted by means of two transmission lines each consisting of
conductors mounted on poles or structures with such stays or supporting wires as might be
necessary or convenient and cables or other appliances laid under the surface of the ground (at a
depth specified by the local authority).
b) Should any underground cables be laid, the said cables shall be laid at such depths below the
surface as specified by the local authority and service provider/s as will not prevent the surface from
being used for agricultural purposes, provided that the grantor shall in such event not disturb the
ground above or around such cables, except for such purposes.
c) The SA shall ensure that any gates erected by it shall be kept securely closed.

E.6 Notwithstanding the general restriction of the use of the surface of the property caused by the
presence of structures, works, conductors or appliances, the owner of the property shall not
a) erect or allow any building or structure above the surface in excess of 2,4 m of the ground within
15 m of the centre line of any transmission line or within 1,5 m from the route of any underground cable;
or

b) allow any tree to grow to a height in excess of the horizontal distance of that tree from the nearest
conductor of any transmission line, or to grow in such a manner as to endanger that line should it
fall or be cut down, or plant any tree within 1,5 m from the route of any underground cable; or

c) place any material which may in the opinion of the SA endanger the safety of any transmission line,
within 15 m of the centre line of any transmission line, or within 1,5 m from the route of any cable.

E.7 Plans for all proposed buildings within the restricted area as defined in E.1 shall be approved by
the SA.

E.8 All activities in the vicinity of the overhead electrical services shall comply with the OHS Act, and
in particular with Electrical Machinery Regulation 15, Clearance of power lines and Electrical Machinery
Regulation 16, Protection of supports.

E.9 All poles of metal fences immediately in the vicinity of the 132 kV overhead lines shall be properly
earthed, and the poles on both sides of the gates shall be bonded together by means of an underground
cable.
