EXECUTIVE SUMMARY
This project aims to Review the design, Supply and installation of electro-mechanical
equipment, Testing and commissioning of Koye Fetche Waste Water Treatment Plant in
Addis Ababa, Ethiopia, as part of the 2nd Urban Water Supply and Sanitation Project
which is funded by the World Bank. The Ministry of Water and Energy (MoWE) has
allocated funds for the procurement, design review, supply, installation, testing, and
commissioning of electro-mechanical equipment for the plant. The project is located
at Akaki Kaliti sub-city, the treatment plant is designed to manage domestic
wastewater from a population of 147,470 people, with an expected maximum daily
waste water flow of 20,056 m³/day by 2035. AAWSA-Water and Sanitation Infrastructure
Development Division has engaged a Joint Venture between CGCOC Group CO.
Limited and CECEP GUOZHEN ENVIRONMENTAL PROTECTION TEC. CO., LTD., to execute
the construction. Ethiopian Engineering Corporation has been contracted to consult
the design reviews, construction supervision, contract administration, completion, and
commissioning of the works, along with defect liability period supervision. The project's
total contract period spans 22 months, commencing on November 21, 2024, and
concluding on March 15, 2026. This initiative is crucial for enhancing urban sanitation
infrastructure and ensuring sustainable waste water management in the cities. This
executive summary encapsulates the key developments and cumulative progress of
the Koye Fetche Lot 1 and 2 Waste Water Treatment Plant project as of May 2025
(Ginbot 2017 E.C.), within the 2017 Ethiopian Calander. The report provides a concise
overview of the project’s activities, highlighting the Contractor's (CGCOC Group CO.
Limited in Joint Venture with CECEP GUOZHEN) performance during this reporting
period. Since the project's commencement, the Contractor has actively executed
several critical tasks, which are outlined in detail within the main body of the report. This
includes construction of ABR tank, repair of several components, excavation of lift
pump station, adjusting the criteria for procurement process for the treatment plant.
The report also evaluates the overall advancement of the project, assessing activities
align with the planned schedule and standards. While challenges have been
encountered, they are being addressed through coordinated efforts by the project
management team led by Ethiopian Engineering Corporation, ensuring that the project
remains on track for its scheduled completion by March 15, 2026.

1. INTRODUCTION

1.1. Project Background

The Koye Fetche Waste Water Treatment Plant project is a critical plan of the
broader 2nd Urban Water Supply and Sanitation Project, funded by the World Bank.
The primary objective is to establish an efficient wastewater treatment infrastructure
for the Koye Fetch condominium clusters in Addis Ababa, Ethiopia, ensuring
compliance with public health, safety, and environmental standards. This initiative
aims to address immediate and long-term sanitation needs by constructing two
wastewater treatment plants (Koye Fetch Lot I WWTP and Koye Fetche Lot II WWTP),
which will treat effluent from the residential facilities without posing any hazards or
potential risks to public health, contaminating water sources, or causing nuisances
such as odor, noise, or visual pollution. The project is being implemented under the
supervision of consultant (Ethiopian Engineering Corporation) and the client or
employer is Addis Ababa Water and Sewerage Authority (AAWSA), and Water and
Sanitation Infrastructure Development Division. The contract, awarded on
September 13, 2024, involves a Joint Venture between CGCOC Group CO. Limited
and CECEP GUOZHEN ENVIRONMENTAL PROTECTION TEC. CO., LTD., and includes
design review, supply, installation, testing, and commissioning of electro-
mechanical equipment for the waste water treatment plant. The total contract
period spans 22 months, with construction commencing on November 21, 2024,
and concluding on March 15, 2026. The project's successful implementation will
significantly enhance urban sanitation services and contribute to sustainable waste
management practices in the city. Design review, supply and installation of electro-
mechanical equipment, testing and commissioning of Koye Fetche wastewater
treatment plant project is under Addis Ababa City administration, Koye Fetche,
Akaki Kality sub-city. The source of waste water is from Koye Fetche condominium
houses and near catchment. The general objective of the project is to provide safe,
adequate and sustainable wastewater treatment systems for Koye Fetche
condominium houses and near catchment. The project is proposed to fully provide
efficient and quality services to Koye Fetche area that can able to serve for the
future years. The proposed waste water treatment plant involves collecting

waste water. This waste water treatment plant project work includes Design
review, Construction works, Supply and installation of electro-mechanical
equipment, Testing and commissioning with related ancillary building blocks and
compound works. This report comprises monthly work progress for the month of
May, 2025 of the titled project.

1.2. Project Location


The Koye Fetche Waste Water Treatment Plant (WWTP) is located in the Akaki
Kaliti sub-city of Addis Ababa, Ethiopia, with its geographical coordinates
approximately at a latitude of 8°54'14"N longitude of 38°48'34"E. the elevation is
2165 a.m.s.l. This region typically experiences a subtropical highland climate,
characterized by mild temperatures and distinct wet and dry seasons. Average

temperatures range from about 12°C to 24°C annually, with cooler conditions
during the rainy season, which generally spans from June to September. The
area receives an average annual rainfall of approximately 1,200 to 1,600
millimeters, peaking between July and August. Additionally, the site's proximity
to urban infrastructure like residential areas, health centers, and major roads
highlights the importance of sustainable waste management practices to
mitigate potential environmental impacts while serving a rapidly growing
population. The Koye Fetche Wastewater Treatment Plant is strategically
located in the Akaki Kaliti sub-city of Addis Ababa, Ethiopia. The site is situated
near major urban infrastructure, including Kilinto Industrial Park, Kilinto
condominiums and Koye Square, which are marked on the map below. The
plant is positioned adjacent to a network of roads, facilitating easy access for
construction materials and equipment and connecting to the sewer line.
Surrounding the area are residential neighborhoods, agricultural fields, and
other development zones, underscoring the plant's role in serving the growing
urban population. The proximity to these key areas ensures that the WWTP can
effectively manage wastewater from the surrounding communities while
minimizing environmental impact and enhancing overall urban sustainability.

1.3. Objective of the project


The main objective of the project is to Review the design, Repair and
construction works, Supply and installation of electro-mechanical equipment,
Testing and commissioning of Koye Fetche wastewater treatment plant. This
plant provides immediate and long-term improvement of wastewater
treatment infrastructure in the Koye Fetche, Addis Ababa. AAWSA intended to
construct two new WWTP in the Koye Feche, Addis Ababa to provide for the
modern, efficient and economically sustainable treatment of wastewater
generated from within the catchment to ensure complies with best international
practice for treatment and discharge of secondary treated wastewater. The
existing WWTP is repaired, constructed, and ready for final test and
commissioning.

considering all environmental issues.
✓ Installation of Pipes and Fittings in the wastewater treatment system
✓ Provide and Installation of Electro-Mechanical Works & SCADA System
✓ To supply electro-mechanical equipment and software to ensure
provision of the service, including the updating, refurbishment or
replacement of these as may be required to prevent obsolescence
and to maintain the installations capable of delivering the Employer’s
Requirements
✓ The handling, thickening, anaerobic digestion and dewatering of any
wastewater sludge procedure by the treatment process to appropriate
standards, for the final transport.
✓ Minimizing and/or mitigating any advance visual impacts that the
project facilities may have on the surrounding environmental
✓ Improving the quality of the environment for receiving waters and
terrestrial areas involved in this project
✓ Test & Commissioning on Completion, and Deploying and undertaking
a comprehensive knowledge transfer and training for selected AAWSA
staff duration the final trial operation period.

1.4. Completed activities Before this reporting month

1.5. Current progress stages


The contractor has also made the work to progress in smooth condition by
facilitating raised issues to be solved without affecting the work by
communicating with the consultant and the client office. For assuring the quality
and standard of the work fast replays have been given.
Time elapsed up to the end of May 2025 the percentage of progress is planed
39.8 %.

The main scope of this project is to construct and repair the incomplete
structures and defects respectively, Design Review, Supply and Installation of
Electro-mechanical Equipment, Testing and Commissioning of the following
components of Koye Fetche Wastewater Treatment Plant Lot 1 and lot 2.

3.2. Problems encountered during the reporting Period


Harsh weather Condition raining made it difficult to do excavation work and
surplus dumping and the rain water accumulated on site have been
problematic for the progress of the site. The climate in Addis Ababa during May
can be summarized as mild and a little damp.

May is in the spring in Addis Ababa and is typically the warmest month of the
year. Daytime maximum temperatures average around a comfortable 23°C
(74°F), whilst at night 9°C (49°F) is normal. On average May is the 6th wettest
month of the year in Addis Ababa with around 93mm of rain making it a little
damp time to visit. This rainfall is typically spread over 11 days, although this may
vary considerably.
On the flip side this corresponds to an average of 7.9 hours of sunshine per day.

4.3. MAJOR PROBLEMS ENCOUNTERED

➢ Due to the rainy weather the contractor cannot perform as per the
schedule.

➢ Due to soil type (hard rock) it takes additional time for the excavation
work of Final Lift pump stations excavation.

➢ Due to the rainy weather condition the contractor cannot perform the
excavation of lift pump stations on time.

5. CONCLUSION & RECOMMENDATION

5.1. Conclusion

By the end of the reporting month (May), the planned progress was expected
to be significantly not higher than the actual progress achieved since the start,
despite a considerable portion or parts of the project

5.2. Recommendation

As we have tried to list the problem above, we would like to give the following
comments for those problems.

✓ Applying properly the Acceleration work plan


✓ Inspect and follow-up the progresses from the consulting and client side
and give suggestions.
