DEVELOPMENTAL SOCIAL WORK in times of crisis

The UN Report "The Global Social Crisis" on the World Social Situation 2011 published by the UN Department of Economic and Social Affairs (DESA), explores the ongoing adverse social consequences of the 2008-2009 financial and economic crisis. The report finds that many governments did not pay enough attention to the social implications of the recent global financial crisis and urges that social investments be given priority in recovery programmes. In this paper, we have sought to introduce the reader to the emerging field of social development practice and to the advantages that a "developmental perspective" can offer in times of crisis to solve social problems that are rooted in international social forces. As a response of the profession to the global social crisis IFSW together with its sister organisations IASSW and ICSW have launched the Global Agenda on Social Work and Social Development at the 2010 Joint World Conference in Hong Kong where more than 2000 Social Workers gathered. The Agenda aims to mobilize Social Workers, Social Work Educators, Policy Practitioners and Developers to work for Global Social Change. It highlights the importance of an environmental sustainability, dignity and diversity, social and economic equalities and human relationships in this process. IFSW Europe, meeting in Brussels on 8-10 April 2011 is seriously concerned about the financial crisis affecting all the countries of Europe and the radical changes in social services and social protection arrangements which governments are imposing on our communities. A recession such as this, in which social services are asked to do more with less also reinforces the importance and urgency of more fundamental questions about the structure of welfare states and the role of social work. What roles do the values and knowledge base of social work play within the current debate about hot to deal with the current crisis and the problems it causes? What are the chances that social work may be able to influence the adoption of innovative approaches?

In this paper, various models and levels of social development practice will be examined: the Personal Social Services Model (PSSM); the Social Welfare Model (SWM); the Social Development Model (SDM), and the New World Order Model (NWOM).
