The Government of the Federal Democratic Republic of Ethiopia has allocated sufficient budget towards the cost of Mersa Wuha River Bridge (40m span length) and intends to apply part of the proceeds to eligible payments for the construction work. The project road is located on the main Addis-Desse road segment. The project is placed at 490.93km from Addis Ababa and 1km from Mersa town.The subject bridge project will substitute the existing plain concrete arch bridge. Construction of the new bridge in place of the old one has necessitated due to collapse of old bridge due to score action on the Piers. The project consists of construction of RC Deck Girder Bridge having 40m span of double 20m composition, The superstructure of the bridge shall have a total clear width of 10.3m(two lanes with 1.5m sidewalks on both sides).the work also includes approach road construction, demolition of the existing structure. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for the construction of this road project. Interested bidders shall submit the following evidence; a. In the case of Ethiopian bidders, Certificate of Registration from Ministry of Works and Urban Development with Category BC-1,GC-1,RC-1 or BC-II, GC-II, RC- II or GC-III,RCIII renewed for 2004 EFY. and other appropriate documentary evidences demonstrating the bidders compliance, which shall include:i. Trading License renewed for 2004 EFY; and ii. Tax Clearance Certificate, which states that the bidder can participate in any public tender, and valid at deadline of bid submission, VAT Registration Certificate. b. In case of bidders other than Ethiopians; business organization registration certificate or Trade License issued by the country of establishment. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible bidders as specified and defined in the Bidding Document. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 to 12:30 a.m. and 1:30 to 5:30 p.m. from Mondays to Thursdays and 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Fridays local time. A complete set of bidding documents prepared in English language may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 750 effective as of March 14, 2012.The method of payment shall be in cash or direct deposit to ERAs account number NBE 0160101011500. Bidders shall submit two envelopes, Qualification information & Bid Security in one envelope and Financial Bid separately in another envelope and should be sealed in an outer envelope. 8. Evaluation is to be carried out in two envelop basis, Qualification information first and Financial Bids of qualified bidders next. 9. If a bidder is awarded any Construction/Maintenance works contract in ERA in the last 6 months, the bidder has to meet the aggregate criteria for construction turnover, cash flow and specific experience in key activity (Concrete work) for the awarded and the subject contract. 10. Bids must be delivered to the address below on or before April 19, 2012 at 2:30 p.m. All bids must be accompanied by a bid security of ETB 200,000. Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders representatives who choose to attend at the address below on the final date and time of bid submission as stated above.
