UGC was established in 1956 by the central government of India
to disburse the financial grants to the Universities and to
maintain and improve the standards of higher education by way
of recommendations to the Universities and regulations to the
colleges.
Nodal point to subsidize higher education in the country and
between the central government and the Universities and other
educational institutions imparting higher education.
To improve the standards of Higher education and make
recommendations to the government & Universities, if required.
Act as a nodal agency between the Universities & Central
Government

University
University means a University established or incorporated by
or under Central Act, a Provisional Act or a State Act, and
includes any such institutions as may, in consultation with the
University concerned, be recognized by the commission in
accordance with the regulations made in this behalf under this
act.
Major role is to affiliate and govern colleges

College
College is an institution affiliated to a University, so as
to deliver education in the regular mode.
Study Centre
Study Centre is an institution affiliated to a University, so as
to deliver education in the distance learning mode.

Technical Colleges and AICTE
All
technical
colleges
imparting
education
in
engineering, management, B.Ed or any other 4 year
degree are affiliated to a University BUT
Their infrastructure is approved by AICTE
Any University DOES NOT require to take permission
from AICTE to launch a course
Thus AICTE is a regulatory body for the colleges so far
as infrastructural & HR requirements are concerned.

DEEMED UNIVERSITY
An
institution
during its process
of
getting
the
status
of
a
University
is
termed as deemed
University.

PRIVATE UNIVERSITY
Private University" means a University
sponsored by a private entrepreneur through a
registered society or a institution.
The complete staff is appointed through private
hands Including the Vice Chancellor.
They are not answer able to the state
government.
As per UGC notification dated 08.12.2003 they
can open a campus and affiliate a regular
college only within the state from where they
have been established.

RECOGNITION OF DEGREE & COURSES
Nomenclature of a degree contains its name,
duration and eligibility
Recognized degrees are listed by UGC and
have to be adhered to by all Universities
awarding degrees.
Un-Recognized degrees are those that are not
listed by UGC

Right to Confer degrees
As per the Para 22 in the Chapter IV of section
16 of the UGC Act, the right to confer or grant a
degree is only with a University established or
incorporated by or under a Central Act, a
Provisional Act or a State Act. Thus UGC has no
jurisdiction over grant of degrees, conferred by
any University.

Council was set up in
IGNOU and was formed
to
assist
other
open
Universities interested
in
launching
distance
education courses.
DEC
also
receives
grants from UGC so as
to
disburse
to
the
respective Universities.

Permission From Councils
For Nursing & Dental an institute is required to take
permission from the state authorities & take an
approval from INC and IDC as per the norms laid
down by them. E.g. 250 bedded hospital
For B.Ed & M.Ed programs approval has to be taken
by the University from NCTE
B.E., M.Tech, B.Tech, M.B.B.S., LLB cannot be offered
through DEP
In case above regulations are violated the student
would not be registered with INC, DCI, Bar Council
or cannot be absorbed in government job. Also a
disciplinary action can be taken
