Special Permit to Load

Special Permit to Load shall be granted under the following


circumstances:
For Authority to Load locally transshipped goods to foreign vessel
For shipments where the ED is notrequired under the existing
BSP Rule
For partial shipments covered by amonthly general export
declaration

Certificate of Origin

Certificate of Origin shall refer to the declaration of the exporter,


certified by the BOC that his export complies with the origin
requirement specified under bilateral, regional or multinational
trading arrangement to which the Phil. is a party.

Types of Certificate of Origin


1. Certificate of Origin for General Merchandise (White CO)
The articles are wholly grown, produced or manufactured in the
Phil
The foreign materials content of the articles is ascertainable and
therefore it shall be indicated
The exact foreign materials is not ascertainable, however, its
estimated value in relation to the ex-factory price should be
indicated

Types of Certificate of Origin


2. Generalized System of Preferences Form A
A Preferential Tariff Treatment whereby reduced or total elimination of tariff are
granted by the importing developed countries (known as preference-giving or donor
countries) to certain eligible products exported by the Phil. as a beneficiary country.

Qualifications for GSP:


Product must be included in the GSP product list of the importingpreference-giving
scheme
The Phil. must be eligible for GSP treatment with respect to theproduct in question
The Origin Rules of the importing preference-giving countryapplicable to the
product must be complied with

Types of Certificate of Origin


3. ASEAN CEPT - Form D
A Preferential Tariff Treatment whereby reduced or total elimination of
tariff are granted among ASEAN Member States.

Qualification for ASEAN CEPT:


The product must be included in the positivelist of the importing
ASEAN member state; and
The Origin Rule for process goods under theratio of 60% imported and
40% local have been complied with

Types of Certificate of Origin


4. ASEAN-CHINA FTA Form E
A Preferential Tariff Treatment whereby reduced or total elimination of tariff are granted among
the ASEAN Member States and the Peoples Republic of China.

Qualifications for the ACFTA:


Must fall within a description of products eligible for concessions in the country of destination
Must comply with the consignment conditions that the goods must be consigned directly from
any ACFTA Member State to the importing Member State but transport that involves passing
through one or more intermediate non-ACFTA Member States is also accepted provided that
any intermediate transit, transshipment or temporary storage arises only for geographic
reasons or transportation requirements.
Must comply with the origin criteria 60% foreign; 40% local material.

Certificate of Shipment: Shall refer to the document which the


BOC or its deputized agencies issues upon request of the exporter
certifying to the nature of shipment of his export goods which
could either be full shipment effected, shut-off or non shipment
