Situations Requiring EOC
Activation
• More than one area becomes involved in
an incident
• Multiple agencies involved
• An incident could expand rapidly
• The locality is at risk
EOC TRAINING COURSE
Situations Requiring EOC
Activation
• A similar incident in the past required activation
• An emergency is imminent (e.g., tropical cyclone
forecasts, flood warnings)
• Anticipated significant impacts on the population
• Need for support in acquiring additional
resources
• As directed by the RO

As an incident expands in size or
increases in complexity, central
coordination is needed and provided by an
EOC.

ICP vs EOC
ICP EOC
Description A facility established at the A designated facility that is
ground where command staffed to undertake multi-
and control functions are stakeholder coordination,
executed to achieve manage information, and
mobilize resources in
incident objectives anticipation of and/or to support
incident operations.
Functions Provision of tactical Allocation or resources in
direction at the ground support of incident
level operations or IMT activities
Facilitation of coordination
between jurisdictions and/or
organizations

IMT vs EOC Staff
IMT EOC Staff
Orders resources Receives and prioritizes

Checks-in resources Coordinates resources from
clusters and other EOCs
Assigns resources Assigns resources to

EOC Deactivation
When do you
deactivate the
EOC?
Triggers for Deactivation
• Situation has improved
• Tactical operations no longer require the
support by the EOC
• Emergency situation can be effectively
managed by lower level EOCs and/or
individual agencies/organizations
EOC TRAINING COURSE
Considerations
Who makes the decision to
deactivate specific EOC
functions?
At what point to
begin
deactivation?

EOC TRAINING COURSE
Example: Downgrading of
NDRRMOC Alert Status
• Upon the recommendation of Dir., Operations
Service to the Exec. Dir., NDRRMC
• Downgrading from RED to BLUE to WHITE
shall be determined based on the condition of
affected areas
• Termination of disaster response can be the
basis of downgrading the alert status.

Module Summary
• The EOC links the Response Clusters to
the IMT during response operations.
• Triggers for EOC activation and
deactivation depend on the nature of the
incident, mandates, and response
capacities.
