The concrete had a lot of time to cure and gain strength

Structures Purpose
When 1st built it was Dedicated to the gods of all 7 planets
of that time.
609 AD, it was converted into the "Chiesa di Santa Maria
ad Martyres", a Catholic church
Pope Boniface IV
Then made into a tomb, which is what it remains to still be.
