I think the important questions are:-

Could we have tested for this through mechanical means?
How would our approach to building software/databases have to change to make mechanical testing possible?

If testability is deemed important, then it will influence design.

Just because software/databases as they are today may be difficult to test, does not mean that we should give up on mechanical testing.
