1. Introduction

The Ministry of Education of Ethiopia has announced the implementation of exit exam for all
undergraduate program students (public and private), beginning with the 2022/2023 academic year,
in order to improve the quality of graduates produced by higher learning institutions. The exit exam
aimed at checking whether students have acquired the required knowledge, skills and attitudes or not.
To implement this, it requires determining competency areas for a specific program, which is already
completed. Based on the competency areas prepared, it needs to plan the construction of tests.

Planning of a test is a first and vital step in the construction of an achievement test. An achievement
test demands very systematic and careful planning, as a fact that good planning is a symbol of
success. Tests are the tools that provide scores that measure level of student learning and study
program-learning outcomes. In order to achieve the valid and reliable measurement of student
learning and program learning outcomes, the development of valid and reliable test is the mandatory.
Test should be able to measure student performance in all dimensions of knowledge, skill and
attitude. The carefully planned test construction contributes to improve the overall quality of the test
in terms of test content validity, difficulty level, discrimination power and test reliability. Test
preparation is not an easy task; it requires a careful planning and guideline to make the task simple.
Test construction needs the preparation of test blue print.

Test blueprint is defined as a complete plan that explains how to develop a test. A test
blueprint describes the key elements of a test, including the content to be covered, the amount of
emphasis allocated to each content area, and other important features. The term refers to a map or
specification of assessment to ensure that all aspects of the curriculum and educational domains are
covered by the assessment programs over a specified period of time. It helps curriculum
developers/test constructors to match various competencies with the course content and the
appropriate modality of assessment. Creating a test blueprint will help you plan which questions to
include in your exam and ensure that it adequately assesses the learning objectives of the course.

A test blueprint defines the knowledge and skills you want to assess and will enable you to build
purpose-driven, successful assessments. The test blueprint, sometimes also called the table of
specifications, provides a listing of the major content areas and cognitive levels intended to be
included on each test form. It also includes the number of items each test form should include within
each of these content and cognitive areas.
Generally, test blueprint will help to ensure tests: 1) Appropriately assess the achievement of
instructional objectives of the course; 2) Appropriately reflect key course goals, objectives and the
material learned or covered during the instruction period, 3) Include the appropriate item formats
along with the knowledge and skills being assessed; and 4) Determining the method of assessment to
address those objectives; and establishing the amount of emphasis to allocate to each knowledge or
skill domain.

Keeping this in mind, the team has prepared this test blueprint document in order to help the test
developers or content specialists in their process of valid and reliable test construction. The major
points considered in the process of preparing this test blue print guideline were the core
competencies that have been already identified for the themes of courses, the course contents, course
credit hours, and the learning outcomes with their corresponding levels of achievement by learning
domains.

In line with these, the number of test items that should adequately assess the performance of students
in all the content topics will be determined through discussion with the content specialists who
construct the blueprint and test for their corresponding study program. Therefore, the main purpose
of this document is to give direction on how to develop blueprint for content specialists so that they
can develop a test blueprint for their respective program.

2. Objective of Test Blueprint Preparation

Test blueprint preparation is generally opted to assist the preparation of a test that is representative,
broadly sampled, and consisting of complete knowledge domain expected of the Ethiopian higher
education students on completion of their study program.
The specific objectives of test blueprint are to:
 Facilitate the construction of a representative and balanced test items for the selected courses
in accordance with the competencies identified.
 Guide test developers or writers to write or set appropriate test items.

3. Significance of Test Blueprint Preparation


It is important to set competency areas of the subject matter (program) in order to measure the how
much graduates are acquired with skills, knowledge and attitudes. Test blueprint is a three-
dimensional chart that shows the placement of each question in respect of the objective and the
content area that it tests. The following shows us the significance of the test blueprint;
o Test blueprint used for examination contains the strategy of exam by an educational
institution;
o a test blueprint will help us plan which questions to include in your exam and ensure that it
adequately assesses the learning objectives of the course; and
o It defines the knowledge, skills and attitude you want to assess and will enable you to build
purpose-driven, successful assessments.

4. Expected Profile of the Graduates

After the successful completion of the Bachelor of Science in surgical nursing the graduates would
have the following profiles:
 Provide promotive, preventive, curative and rehabilitative nursing service for patients/clients
with acute and chronic surgical conditions using nursing process as a framework at varies
health care facilities and community.
 Perform comprehensive nursing assessment, formulate nursing diagnosis, plan, implement
interventions (Treat based on nursing scope of practice), evaluate and document the outcome
using critical thinking and clinical decision-making skills.
 Determines appropriate pharmacological treatment modalities in a plan of care
 Prescribe non pharmacological and behavioral treatment modalities in developing a plan of
care.
 Identify and treat collaborative health problems.
 Conduct nursing round and participate in collaborative rounds in surgical care setting.
 Takes accountability and responsibility for own nursing actions and professional conduct at
various nursing practice settings.
 Apply ethical and legal principles in the provision of patient care, education, research,
leadership and management.
 Demonstrate compassion, respectful and caring behavior among clients, colleagues, students.
 Perform fundamental nursing procedures in surgical settings
 Interpret diagnostic and laboratory tests.
● Work in collaboration with other professionals in admit and discharge of patients
● Engage self and others in continued learning and professional development activities.
● Provide client centered education and counseling for client/patient/ family in the area of
surgical conditions.
● Participate in nursing research related to the improvement of nursing service, education,
leadership and management.
● Utilize evidences required for the development and implementation of evidence-based
practices in the area of surgical nursing.
 Lead and manage resources and nursing service in a health care to promote optimum standards of
care.
 Collaborate effectively with members of an interdisciplinary team, stakeholders, organized
groups, organizations or communities and negotiate as a member of heath care team.
 Plan and implement change to improve health care delivery system.
 Demonstrate effective communication and interpersonal skills in the provision of health care.
 Advocates for and/or engage in the development of policies for nursing practices, education
research consistent with the standards of the profession.
 Contributes in the establishment and maintenance of appropriate systems to manage clinical and
administrative information.

6.1 General objective of the selected courses
The general objectives of the selected courses are to;
 Provide basic nursing care related to patients by applying knowledge, attitude and skills of
fundamental nursing, biomedical sciences and pharmacology in the nursing practice.
 Apply nursing professionalism, ethics and legal practice in their work environment
 Enable students to be equipped with the basic knowledge, attitude and skill on
common Medical, Surgical and psychiatry disorders.
 Provide nursing care for clients with normal & abnormal pregnancy, labour,
puerperium and gynecological cases.
 Acquire basic knowledge, attitude and skill to treat and care for patients having
childhood diseases.
 Demonstrate surgical nursing care practice for patients with disorders of head, Eye,
Ear, Nose, throat, respiratory and cardiovascular systems.
 Identify and explain surgical disorders of gastrointestinal , Reproductive and Genito-
urinary system and their treatments.
 provide quality surgical nursing care for patients with disorders of
Musculoskeletal, Endocrine, integumentary and central nervous systems
 Equip surgical nurses to perform selected minor surgical operation
 Apply principles and methods of management and leadership for effective and
efficient management of the Ethiopian health care system.

Surgical Nursing to the improve quality of care, promote the health status of patients and

11. Conclusions
Exit examinations can play an important role in producing graduates who are knowledgeable, skilled,
and emotionally mature. It helps to prepare competent graduates by acting as a quality check for
effectiveness. It also aids in the enhancement of the quality and effectiveness of academic programs.
Furthermore, it can serve as a platform for academic programs at various universities to collaborate
in order to improve program quality. As a result, this document has been created to aid in the
establishment of exit examinations for all programs offered by the Ministry of Education. For 2015
EC graduating students, exit exam competency selection and identifying core courses were done to
meet the graduation profile, competency, and learning outcome. As a result, preparing test blueprint
is necessary to prepare fairly distributed items based on the above criteria.
