This pull request updates the project's Python and dependency requirements to support newer environments and address upstream issues.

Dependency and environment updates:

• Expanded the supported Python versions to include Python 3.14 by changing the requirement from <3.14 to <3.15 in pyproject.toml.
• Increased the minimum version of the ruamel.yaml.clib dependency from 0.2.12 to 0.2.15 in pyproject.toml.
