This is a continuation of #718. As a first step i only created split runtime packages for desktop platforms. I removed any mobile-related work and saved it in a branch for future. NuGet package creation was split into a separate workflow that is triggered manually now. @gleblebedev you can skim things over if you like, or not. I will be merging this soon anyway.
