This PR follows Anjali's #12 and #13, except
brillvmandrs2brilare not there yet.Don't use
make test, which is as broken asmain.I added unit tests for those two ops for
brilirs, and thusbril-rs. No tests forbrilift.You can run those tests with
turnt -e brilirs *.bril. It recompilesbrilirsif there are changes.
