A `dry_run` optional parameter is being added in GitLab 13.3.

The commit revert API was added in GitLab 11.5, and I was surprised to see it's not yet added to the gem, so I've added it here.
Additionally, as of 13.3 the cherry-pick and revert APIs will support a
dry_runflag, which prevents committing any potential changes. This PR adds support for that in both APIs as well.
