The tests are broken for other reasons. I will probably merge this. |
Some new images have a manifest that oci-image-tool doesn't understand. The tool is deprecated but there isn't a quick alternative. This adds a wrapper to chose the manifest version that works. Long term this should be replaced.

The previous method relied on debian sid which has changed and no longer works with the bullseye version used by the main image.
