First fully working version of benchmark branch of pace

If not already updated, please update your version of `packaging` to v24.0

pace-util release v0.7.0 (NOAA-GFDL#88)

## Purpose

This PR adds release instructions for pypi to pace-util, and prepares it for v0.7.0 release.

## Infrastructure changes:

- Added RELEASE.rst instructions and `make release` target in pace-util

* Move bumpversion rules into setup.cfg

bumpeversion does not work well with submodules.

It gives an error by default and a warning if `--no-commit` is passed.
