To get
make ocrd-all-tool.jsonin ocrd_all to also pick up theocrd-dummyprocessor, this PR turns ocrd-dummy'socrd-tool.jsoninto a full project-wide ocrd-tool.json (ie. with atoolskey).Also for some reason, the
parse_versionfunction failed in the tests, so I replaced with a simplesplit.
