This PR does the following:

  1. Fixes the current with single instance installation where the Oracle database is not able to start after installation.
  2. Introduces completely random resource group names to avoid name collisions.
  3. Introduces random resource group deployment name to avoid name collisions
  4. Adds simple test for single instance installation to ensure that database is responding after deployment
  5. Adds simple test for data guard installation to ensure that database is responding on primary node after deployment
  6. Removing commented out/superfluous lines in some yaml files.
  7. Add environment to all GH action workflows as prep for when we go public.

I tested these changes in my environment and they worked
