When a new repo needs to be created:

• Create the repo from the template repo.
• Initially, set the visibility as private (the maintainer will set to private once ready).
• Add the responisble user account(s) to the repo with the "Maintain" role.
• Add the relevant XLerate/v-team team(s) to the repo with the "Admin" role.
• Prompt the responsible user to read and follow the instructions from the README.md file in the newly created repo.
• Add the relevant team and user account(s) to the CODEOWNERS file in the new repo.
• When the new repo is ready to "publish", add the details to the relevant section of the index.md file in this repo.
