This is a beginning for setting up a Minuit2 wrapper. I think we should wrap the necessary parts, then look at preparing a standalone build as well. @pandeyhs, the other two topics are higher priority, but this is a good place to start for the Minuit work.
This allows Python to accept the return value from
.fitor.fitTo, but you can't do much with the instances returned yet.
