This commit defines a new language directive 'maintainers' to identify who should be maintaining application or modifier definitions. Additionally, this commit updates the tag attribute to be a language directive. Tests and mock modifiers / applications are added as well.
This commit adds a new command (`ramble attributes`) which can be used to explore various application / modifier attributes (tags or maintainers currently).
This commit updates the syntax of the tags attribute, and defines maintainers for the applications and modifier definitions.
