This change applies a few different changes: 1. Fixes a correctness issue where params.txt did not contain valid values 2. Adds performance based FOMs and makes the "science" based FOMs optional via a switch 3. Increases default param size from something more "unit test like" to something more suitable for a multirank run (still very small, <10s on one node)
