I hope this simplification hasn't side effects, to better understand, is there a reason to keep some of the dependencies on older version: besuInternalCryptoVersion = '23.1.3' and besuBlsVersion = '1.0.0'?

What does this PR do?
Update Besu and Besu Native dependencies to their latest version, also Maven coordinates have been updated accordingly.
Maven coordinates changes for Besu introduced here hyperledger/besu#8589 hyperledger/besu#8746, and Besu Native BLS has been rename to Costantine.
