Vim syntax highlighting and autocompletion for Vulkan

Original syntax file by Tomas Milet. Updated for compatibility with vim plugin managers, and so I can keep the syntax up to date with the current Vulkan SDK.

Use <C-n> to autocomplete local or Vulkan syntax while in Vim.
