Switched to using libcifpp 9.0.0

Clean up old dssp info before writing new.
Check for missing pdbx_poly_seq_scheme and recreate if needed.

Fixes installation issue.

Added a Python module, still a bit experimental and not yet building correctly on Windows. But it is a start.

Makefile checks for locally installed dependencies again before trying to fetch them.

Fixes in audit_conform writing

This release is based on the new libcifpp version 8.

Write out proper audit_conform records

Fixes installation when resources are not used and libcifpp is built by us.

Minor bug fix release, fixing the version string info in the library.

This release uses system installed libraries again instead of building everything itself.
