Add a global tracking task for G249 experiment based on the MDF method. This is a minimum working version to obtain PID for outgoing fragments from reconstructed tracks in four FOOTs behind the target, Fibers 30, 31, 32, 33 and TOFD. Some improvements to this task will follow with the future pull requests.
