This is needed to ensure a compatible version of GLIBC since the uploaded electrs 0.10.6 binary was also built on ubuntu 24.

This is a follow-up to #86 to add the electrs_0_10_6 feature.
I had to change the CI to run electrs tests on ubuntu 24 to ensure a compatible GLIBC version as the uploaded electrs 0.10.6 binary was built on ubuntu 24. If you prefer, I could instead try modifying the build job to use an older ubuntu version and then you can rebuild the electrs binary.
