chore: remove rc

Improve testing

- `make test` now works whether you are inside or
  outside the docker container
- tests now better handle errors that cause the
  `actual` psql variable to be unset
- fail if no tests were run

Small fixes to tests and logging

The tester user needs the pg_read_server_files role.
Remove some debug logging from ollama_chat_complete.

Merge pull request timescale#10 from timescale/jgpruitt/guc-key
