In ior 3 the build system has been overhauled and now uses autotools.

Much code cleanup has been performed.

For the most part, the internals behave the same.  However the output
has been changed and cleaned up, so any scripts that parse the output
may need to be updated.

A new option to simulate application memory usage (-M) has been added.
