This PR adds support for loading HEIC images via https://github.com/strukturag/libheif and https://github.com/strukturag/libde265 . HEIC support is disabled in all binary releases and not compiled by default. You must enable the
TEV_SUPPORT_HEICCMake option before compiling tev -- check patent laws in your jurisdiction before enabling this feature.
