This update removes any empty dfs from the list of dfs generated by running fetchNHD on the site groupings. This prevents the bind_rows error that was occurring when the function would attempt to join empty dfs with dfs containing data. This means that TADA_FindNearby should now work correctly even if there are not features associated with some (or all) of the monitoring locations in the TADA df.
