I updated the lead of the page since there are still multiple sentences that could be grouped more nicely. The first group now explains about the project for readers and editors and the second group describes the rule index pages.
Also changed "interconnected website" to "related pages" (per request of Finn). "related" since it is shorter, and "pages" since it is not separate websites.
#99 should be merged before to avoid conflicts.
