chore: edit FR translation (iorate#383)

* FR locale update + EN editing

- Added new lines, plus some editing and typography to the FR locale.
- Added the FR dayjs, not quite sure what it does nor why it wasn't added before.
- EN editing proposal:
- Added a link to the uBlacklist documentation for advanced rules (would have been helpful for me)
- Changed "blacklist" to "blocklist" as it is clearer regarding the purpose and the use of "blacklist" is now discouraged
- Changed "Initialize settings", which I found confusing, to "Reinitialize settings". "Reset settings" might also be a good choice.
- Minor typo and grammar edits.

Up to date with the latest EN edits.
Couldn't find a satisfying translation for "ruleset", so I borrowed Ublock Origin's "liste de filtres/filter list". Reusing standard vocabulary is easier for everybody.
