This stemmed from my need of sending a rclone rc vfs/refresh recursive=true --url http://my_rclone_ip as a hook for On Library Update in zurg

This makes sure my rclone always pulls the latest updates from zurg's library.

This enables the zurg container to communicate to rclone via rc
