Release 0.11.0

This release updates CoLTE to support new versions of Open5GS with
CUPS and support for 5G core interoperability. It fixes a major issue
where transfers from a user to themselves were not correctly
accounted. It also includes updates to the web interface's
dependencies, cleans up some of the web interface model code, and
changes to the way dependencies are shared between components in the
web interfaces.
