This specifically cropped up in UWP after switching to .net standard 2.0
this updated adds some locking around the loading dialog as it does not allow multiple instances. See: https://github.com/aritchie/userdialogs/issues/197

The project needed some updates. The core projects were updated to .net standard from PCL. Upgraded all the nuget packages to latest and greatest. Resolved issues caused by upgrades and new new project types.
