instead of always creating ${ZPOOL}/mkjail, let's use $ZPOOL/$MKJAILDATASET

Existing behaviour is retained by defaulting to mkjail.

This new feature is useful when creating jails within jails.

Now that we have mkjail.conf.sample, remove mkjail.conf

This will avoid problems for all. The port will install a .conf
file only if it does not already exist.

lib32 in SETS is required if your jail contains /usr/lib32
