Code Review

This pull request introduces a Name field to the GovernmentID struct to store a human-readable name for the ID type, and updates various mappers to populate this field. It also adds support for parsing China ISIN and USCC identifiers from OFAC data.

The changes are generally good, but I've found a critical issue in the OFAC mapper's regex for business registration numbers, which leads to incorrect parsing of identifiers. I've also suggested a simplification for country extraction logic for better maintainability. Please see the detailed comments.
