It turns out that NtUserEnumDisplayDevices was missing the monitor enumeration, and that NtUserEnumDisplaySettings should actually return NTSTATUS. That's been fixed. |

This PR does a number of fixes and enhancements:
StateFlagsset to 0 but that's incorrect since at least one display needs to be the primary display.RtlAnsiStringToUnicodeStringworking.
