[SWF] CurrentInputLanguage does not returns current keyboad layout #13552

Steps to Reproduce
- Let system has two keyboard layouts - "EN" and "RU"
- run
InputLanguage.CurrentInputLanguage.Culture.TwoLetterISOLanguageName.ToUpper()
Current Behavior
returns "IV"
Expected Behavior
return "EN" or "RU"
