File.Copy() following a File.Delete() throws IOException (997) on Big Sur #21040
Description
Steps to Reproduce
if (File.Exists (target)
File.Delete (target);
File.Copy (Source, target);
Current Behavior
Occasionally this set of operations will throw an IOException 997, or more recently the copy will fail because the target file exists.
Expected Behavior
The target file is deleted and the source file is copied to the target without throwing exceptions.
