Fixes mono#21378 by adding missing baud rates to setup_baud_rate This change is released under the MIT license.
due to how is_baud_rate_legal and set_attributes handle custom baud rates 50 instead of -1 has to be returned if the target speed is 50 but B50 wasn't defined
